The communiqué pointed out that since the outbreak of the new crown pneumonia epidemic, the global digitalization process has further accelerated, driving innovative changes in production, lifestyles and national governance. Countries in the world, including the BRICS countries, have joined hands with the help of digitalization to fight the epidemic and respond to common challenges.

  The "Communiqué" emphasized that the tax bureaus of Brazil, Russia, India and South Africa will fully support the State Administration of Taxation of China in hosting the BRICS tax commissioners meeting and tax expert meeting during China's presidency of the BRICS in 2022.

  Wang Jun, director of the State Administration of Taxation of China, attended the meeting and delivered a keynote speech.

Wang Jun said that the tax authorities of the BRICS countries should continue to improve cooperation mechanisms, strengthen dialogue and exchanges, promote learning and reference, and work together to cope with the challenges posed by the new crown pneumonia epidemic and economic digitization, and promote higher-quality development of BRICS tax cooperation.

  The "New Delhi Declaration on the Thirteenth Meeting of the Leaders of the BRICS" issued not long ago pointed out that the BRICS countries must make the effective and efficient application of technology and data a priority for various developments and encourage deepening cooperation in this regard.

Wang Jun said that this has established the focus and direction for the tax authorities of the five countries to deepen cooperation in the taxation field in the context of the new crown epidemic and the digital age.

  Wang Jun proposed four cooperation initiatives: First, strengthen cooperation in epidemic prevention and control, give full play to the role of taxation in areas such as assisting joint vaccine research and development, cooperative production, and mutual recognition of standards, and contribute tax power. The second is to strengthen cooperation in informatization construction, establish a tax informatization construction exchange mechanism in the BRICS countries, increase communication and cooperation by holding tax informatization forums and other methods, and strengthen exchanges with important international organizations such as the G20 and OECD, and extensively absorb and learn from tax informatization Advanced concepts and practical experience in the field. Deepen the application of big data, continue to increase the joint crackdown on cross-border tax avoidance and other cases, and safeguard the tax rights and market order of various countries.
