Israeli Prime Minister Benjamin Netanyahu arrived in Washington to participate in the ceremony hosted by the White House on Tuesday to sign the normalization agreement between the UAE and Israel.

Upon his arrival in Washington, Netanyahu said that the agreement with the UAE would be a peace agreement, and with Bahrain it would be a declaration of peace, describing this as historical and great moments.

The UAE officially announced that its Foreign Minister Abdullah bin Zayed is leading the official delegation participating in the signing ceremony of the normalization agreement with Israel on Tuesday at the White House.

This announcement means the absence of the Crown Prince of Abu Dhabi, Mohammed bin Zayed, from the event, which raised doubts and questions in Washington.

Analysts and former officials linked the absence of Mohammed bin Zayed to his fear of being prosecuted by the US judiciary in cases of torture.

Bruce Fine, a former assistant attorney general, believes that "Mohammed bin Zayed will be liable to face a judicial complaint - in accordance with the Torture Victims Protection Act - by Emirati citizens as complicit in torture or murder."

Confidential clauses and procedures


For its part, the Israeli Prime Minister confirmed that the normalization agreement with the UAE will not be valid until after it is presented to the General Authority of the Government for ratification of its clauses, and it is also presented to the Knesset in its entirety.

Keeping the terms of the agreement confidential raised the concerns of members of the opposition and the ruling coalition in Israel, as some warned of the possibility of clauses imposing on Israel to freeze its settlement activities in the occupied West Bank.

Some also warned of possible repercussions for Israel's security and qualitative military superiority in the region.

Al-Jazeera correspondent said that the agreement with Bahrain as a declaration of peace does not currently need to be ratified by the government and the Knesset, because the two parties have not yet signed its provisions.

Financial normalization begins in Dubai

Emirates NBD announced that it has signed a memorandum of understanding with the Israeli Hapoalim Bank, in the first agreement of its kind between two banks from the two countries.

A statement issued by the Dubai government said, "This agreement is the first of its kind between the two sides, and falls within the framework of the start of financial and economic relations between the UAE and Israel."

The agreement was signed in the presence of Hisham Abdullah Al Qasim, Vice Chairman and Managing Director, Shane Nelson, CEO of Emirates NBD Group, and Dove Kotler, CEO of "Bank Hapoalim," according to the statement.

It is noteworthy that Emirates NBD is the largest bank in the Emirate of Dubai.

The statement quoted Nelson as saying, "We look to the future with optimism and will work to ensure that this step is consistent with the two sides' objectives for the prospects for cooperation at the economic and trade levels."

According to Nelson, "This agreement will provide a valuable opportunity for our customers to conduct business and trade, as well as strengthen our position as a reliable banking partner for companies in all countries and regions where our business spans."

The ministers of Bahrain and Israel are speaking on the phone 

The defense ministers of Bahrain and Israel made their first public phone call Monday since the two sides agreed to normalize relations.

The Bahrain News Agency said, "During the call, the importance of the" Abraham Agreement "with the State of Israel for regional stability in the Middle East was discussed, and they talked about their common expectations for establishing a close partnership between the two defense ministries.

A statement issued by the office of the Israeli Defense Minister stated that he had invited his Bahraini counterpart for an official visit to Israel, and they agreed to continue the dialogue.

The Bahrain News Agency reported earlier today that the Bahraini Minister of Industry and Trade and the Israeli Minister of Regional Cooperation spoke by phone and discussed trade, industrial and tourism cooperation between the two countries.
