Respect the residents' willingness to resettle, encourage local and nearby resettlement, improve living conditions, maintain neighborhood relations and social structure, and the local or nearby resettlement rate of urban renewal units (districts) or project residents should not be less than 50%.

In a short period of time, large-scale demolition of urban villages and other urban contiguous old districts will prevent the imbalance of supply and demand in the housing rental market from exacerbating the difficulty of renting houses for new citizens and low-income people with difficulties...
