Chinanews Client Beijing, August 31st (Li Jinlei and Zuo Yukun) On the 31st, the Ministry of Housing and Urban-Rural Development issued the "Notice on Preventing Major Demolition and Construction in the Implementation of Urban Renewal Actions", clarifying that the annual increase in urban housing rents should not exceed 5%.

  The "Notice" proposes:

—— Except for illegal buildings and buildings that have been identified as dangerous by professional institutions and have no maintenance value, the existing buildings shall not be demolished on a large scale and in a centralized manner. In principle, the area of urban renewal units (districts) or demolished buildings within the project should not be larger than the current ones 20% of the total construction area.

—— Do not relocate residents on a large scale or compulsorily, do not change the social structure, and do not cut off the relationship between people, land and culture.

Respect the residents' willingness to resettle, encourage local and nearby resettlement, improve living conditions, maintain neighborhood relations and social structure, and the local or nearby resettlement rate of urban renewal units (districts) or project residents should not be less than 50%.

——Ensure stable supply and demand in the housing rental market.

In a short period of time, large-scale demolition of urban villages and other urban contiguous old districts will prevent the imbalance of supply and demand in the housing rental market from exacerbating the difficulty of renting houses for new citizens and low-income people with difficulties... The annual increase in urban housing rents does not exceed 5%.

The State Council Information Office held a press conference on efforts to achieve housing for all people.

"According to relevant surveys, 70% of new citizens and young people in big cities now live in rented houses." Ni Hong, deputy minister of the Ministry of Housing and Urban-Rural Development, said at the press conference of the State Council Information Office on the 31st that new citizens and young people have difficulties in housing. The problem is one that has become prominent along with the development of urbanization.

As new citizens and young people have relatively short working years and relatively low incomes, their ability to buy houses and pay rent is relatively weak.

However, houses with affordable rents are located farther away, and rents in better locations are more expensive. This has become a practical difficulty for new citizens and young people who cannot afford houses and rents poorly.

“In a city, where young people have hope, the city has a future; for the country, when young people have hope, the country has a future.” Ni Hong said, therefore, it is the government at all levels to solve the housing problem for young people and new citizens. Responsibilities are also an inevitable requirement for improving the competitiveness and sustainable development of cities.

The city government should have this endogenous motivation to change "I want to do it" into "I want to do it," and resolve to solve the housing problem of new citizens and young people.

"The next step is to focus on the implementation of policies and really speed up the construction of affordable rental housing, so that new citizens and young people can improve their living conditions as soon as possible."

On the 31st, the State Council Information Office held a press conference on efforts to achieve housing for all people. Wang Menghui, Minister of Housing and Urban-Rural Development, and Ni Hong, Vice Minister of Housing and Urban-Rural Development, introduced the relevant situation.
