From January to November, a total of 79,087 public interest litigation cases in the field of ecological environment resources were filed nationwide, a year-on-year increase of 2.52%.
It is understood that the Supreme People's Procuratorate and provincial procuratorates have increased their efforts to handle public interest litigation cases, focusing on ecological and environmental issues with serious damage to public welfare, great social impact, or cross-basin and cross-regional characteristics, and directly filed more than 60 cases.
Zhang Xueqiao said frankly that in practice, public interest litigation prosecutors still have problems in the field of ecological environmental protection, such as difficulties in cross-regional governance, difficulty in identifying ecological damage, and imperfect ecological restoration mechanisms.
The procuratorial organs will further improve the cross-regional jurisdictional coordination mechanism for public interest litigation, increase technical support for environmental public interest litigation, actively handle "hard-core" cases that have been strongly reported by the public, and continuously improve the quality and effectiveness of public welfare protection.
Expand new fields and open new prospects
In recent years, the procuratorial organs at all levels, while continuously deepening the legal field, take the voice of the people as the guideline, take the solution of outstanding problems as the guide, and take the new field of public interest litigation as the breakthrough, opening up a new situation of public interest litigation prosecution.
"Procuratorial organs have further deepened their exploration of cultural relics and cultural heritage, personal information, special groups, anti-monopoly and other fields, and have handled a large number of public interest litigation cases involving the vital interests of the people. In 2021, the proportion of cases in new fields will reach 26.1%. Domain governance is perfect." Zhang Xueqiao said.

The procuratorial organs have solidly carried out special campaigns for public interest litigation such as the Great Wall, the culture of the Grand Canal, and the protection of red resources, and released 13 typical cases of public interest litigation in the field of the protection of the Grand Canal and 10 in the protection of cultural relics and cultural heritage.
Zhang Xueqiao said that the Supreme People's Procuratorate focused on new issues and new demands of citizens' personal information protection in the Internet era, and worked with the Central Cyberspace Administration of China, the Ministry of Industry and Information Technology and other functional departments to actively promote the connection between administrative law enforcement and public interest litigation and prosecution, and published 11 typical cases of public interest litigation in the field of personal information protection. Focus on supervising the illegal collection of personal information by apps, and the illegal processing of personal information in banking, insurance, education and medical care, decoration and other industries.
In addition, the procuratorial organs have always attached great importance to the protection of the rights and interests of special groups, and have deployed normalized special supervision throughout the country to carry out "love without hindrance" to the end, and help "the elderly without code" to eliminate the "digital divide".
