  multiple measures to increase farmers’ income

  Recently, the Ministry of Finance and the Ministry of Agriculture and Rural Affairs issued a notice clarifying that the central government will support a package of policies for grain production and increase support for grain production.

  To say a thousand words and ten thousand, increasing farmers' income is the key.

The Party Central Committee and the State Council attach great importance to increasing farmers’ incomes, continue to strengthen the policy of strengthening farmers and benefiting farmers, fostering and expanding rural industries, supporting farmers to go out for work, and continuing to deepen rural reforms. Farmers’ income has continued to grow rapidly.

During the "Thirteenth Five-Year Plan" period, the average annual real growth of farmers' income was 6%, which was 1.24 percentage points higher than the growth rate of urban residents' income. The growth rate has outperformed urban residents for 11 consecutive years.

The income ratio of urban and rural residents has shrunk from 2.99:1 in 2010 to 2.56:1 in 2020.

  The goal of doubling farmers’ income was achieved ahead of schedule.

In 2019, the per capita disposable income of rural residents reached 16,021 yuan, achieving the goal of doubling the 2010 level one year ahead of schedule.

Faced with the impact of the new crown pneumonia epidemic in 2020, all localities have focused on stabilizing employment, promoting entrepreneurship, and developing industries. Farmers' income has improved quarter by quarter, with a real increase of 3.8% throughout the year, reaching 17,131 yuan, an increase of 5,709 yuan over 2015.

In particular, the income of farmers in poverty-stricken areas has increased rapidly, with an average annual growth rate of 7.87% during the "13th Five-Year Plan" period, which is 1.87 percentage points higher than the national average in rural areas. Together with the people across the country, we will achieve the goal of being well-off.

  The income structure is more optimized.

From the perspective of operating income, the value-added space of agricultural products is continuously expanding, and new industries and new formats are booming. The net income of household operations has increased from 4504 yuan in 2015 to 6,077 yuan in 2020.

From the perspective of labor income, the number of migrant workers has steadily increased, and the wage level has continued to increase. The wage income will reach 6,974 yuan in 2020, which has contributed the most to the increase in farmers’ income.

From the perspective of property income, the continuous release of rural reform dividends will drive the rapid growth of net property income. In 2020, it will increase by 66.3% over 2015, becoming a new bright spot for farmers' income growth.

From the perspective of transfer income, the rural residents' medical and old-age security system has been further improved. Transfer income will reach 3,661 yuan in 2020, accounting for 21.4%, an increase of 3.3 percentage points from 2015.

  Zhang Hongyu, deputy dean of the China Rural Research Institute of Tsinghua University, said that during the "14th Five-Year Plan" period, the situation of increasing farmers’ income has become more complicated. Efforts must be made to resolve the income gap between urban and rural areas, between regions and within rural areas, and promote the common prosperity of urban and rural residents. .

  Zhang Hongyu believes that, on the one hand, it is necessary to tap the potential of increasing income and enriching the people in agriculture and rural areas.

Develop rural industries and include them as strategic industries in the medium and long-term development plan; extend the agricultural value chain, establish a positive incentive mechanism for high-quality agricultural products, support the development of "three products and one standard" agricultural products, build regional public brands, and develop new business formats.

On the other hand, to promote higher quality and full employment of rural labor.

Guide migrant workers to work, implement a vocational skill improvement plan focusing on migrant workers, broaden employment and entrepreneurship channels; expand rural employment, develop county economies, support rural innovation and entrepreneurship, and accelerate rural economic diversification.
