　　The theme of this China-ASEAN Expo is "Co-construction of the Belt and Road, and the Digital Economy". It is to deepen China-ASEAN digital economy cooperation, promote the high-quality development of the "Belt and Road", and inject the economic and social development of both parties New vitality.

　　China and ASEAN are connected by mountains and rivers and have a close blood relationship.

In 2013, I proposed to work with ASEAN countries to build the 21st Century Maritime Silk Road, and join hands to build a closer China-ASEAN community with a shared future.

　　We are pleased to see that in the past seven years, the interconnection between the two sides has been accelerating, economic integration has continued to deepen, economic and trade cooperation has been accelerating, and people-to-people and cultural exchanges have become closer. China-ASEAN relations have become the most successful and dynamic model of cooperation in the Asia-Pacific region. A vivid illustration of building a community with a shared future for mankind.

　　In the face of the sudden new crown pneumonia epidemic this year, the two sides watched and helped each other to overcome the difficulties, and reached many important consensuses on sharing anti-epidemic experience, advancing the supply of anti-epidemic materials, cooperating in the development of vaccines, and jointly maintaining the stability of the regional industrial chain and supply chain.

At the critical moment in China's fight against the epidemic, ASEAN countries have provided China with valuable support and selfless assistance in a timely manner.

After the domestic epidemic stabilized, China sent a team of medical experts to ASEAN countries to provide materials and technical assistance, share anti-epidemic experience, and promptly open "fast channels" and "green channels" for personnel and materials exchanges between the two sides.

　　Today’s world is undergoing major changes unseen in a century. The world’s multi-polarization, economic globalization, social informatization, and cultural diversification are developing in depth. The destinies of people of all countries have never been so closely connected as they are today.

At the same time, the world is facing increasing instability and uncertainties, the global economy is sluggish, unilateralism and protectionism are on the rise, cybersecurity, major infectious diseases, climate change and other non-traditional security threats continue to spread. Shock.

　　Under the new situation, China regards ASEAN as the priority direction of neighboring diplomacy and high-quality joint construction of the “Belt and Road” key area, supports the construction of the ASEAN community, supports ASEAN’s central position in East Asian cooperation, and supports ASEAN’s role in building an open and inclusive regional structure. Greater effect.

　　China is willing to work with ASEAN to advance cooperation in various fields under the guidance of the China-ASEAN Strategic Partnership Vision 2030, maintain the good momentum of prosperity and development in the region, and build a closer China-ASEAN community with a shared future.

To this end, I would like to put forward four suggestions.

　　First, enhance strategic mutual trust and in-depth docking of development plans.

China is willing to work with ASEAN to advance cooperation in various fields in the next five years in accordance with the Action Plan for the Implementation of the Joint Declaration on China-ASEAN Strategic Partnership (2021-2025); implement the China-ASEAN Belt and Road Initiative and the “ASEAN Interconnection Interoperability Master Plan 2025>Joint Statement on Docking and Cooperation", relying on the construction of new land-sea corridors, strengthen the interconnection and cooperation of railways, highways, ports, airports, power, communications and other infrastructure facilities, accelerate the construction of existing economic corridors and key projects, and actively build China -ASEAN Multimodal Transport Alliance.

Next year is the 30th anniversary of the establishment of the dialogue relationship between China and ASEAN. China is willing to work with ASEAN to design and host commemorative events to forge a higher level of strategic partnership.

　　Second, enhance economic and trade cooperation and accelerate the overall recovery of the regional economy.

China is willing to strengthen cooperation with ASEAN countries and take the 10th anniversary of the completion of the China-ASEAN Free Trade Area as an opportunity to further implement the China-ASEAN Free Trade Agreement.

China welcomes the completion of the signing of the Regional Comprehensive Economic Partnership Agreement and hopes to take effect as soon as possible.

China is willing to work hand in hand with ASEAN to unblock trade, promote investment, open markets to each other, and promote the deep integration of industrial chains, supply chains, and value chains of both sides.

On the premise of ensuring the prevention and control of the epidemic, measures have been taken to facilitate the movement of people and the flow of goods.

Promote the deepening and solidification of the Lancang-Mekong cooperation and China-ASEAN Eastern Growth Area cooperation.

Make full use of the platform functions of the China-ASEAN Expo to play a greater role in the overall development of China-ASEAN and even East Asia economic and trade cooperation.

　　Third, promote technological innovation and deepen cooperation in the digital economy.

This year is the China-ASEAN Digital Economy Cooperation Year. China is willing to work with ASEAN countries to seize the opportunities of the new round of technological revolution and industrial transformation, give full play to complementary advantages, and focus on win-win cooperation in smart cities, 5G, artificial intelligence, and e-commerce. , Big data, blockchain, telemedicine and other fields to create more new cooperation highlights, strengthen data security protection and policy communication and coordination, and cultivate more new momentum for the economic and social development of both parties.

China is willing to work with ASEAN to build a China-ASEAN information port, promote digital interconnection, and build a "digital silk road."

　　Fourth, to enhance anti-epidemic cooperation and strengthen public health capacity building.

China is willing to carry out policy dialogues in the field of public health with ASEAN, improve cooperation mechanisms, join hands in fighting the new crown pneumonia epidemic, and strengthen information sharing and cooperation in vaccine production, research and development, and use.

After the vaccine is put into use, China will actively consider the needs of ASEAN countries, provide financial support for the ASEAN Anti-epidemic Fund, jointly build a reserve of emergency medical supplies, and establish a China-ASEAN public health emergency liaison mechanism.

China is willing to implement the "China-ASEAN Healthy Silk Road Talent Training Project (2020-2022)", train 1,000 health administrative personnel and professional technical personnel for ASEAN, and improve the level of regional public health services.

China is willing to strengthen solidarity and cooperation with the international community, including ASEAN countries, and support the World Health Organization to play a leading role in jointly building a community of human health.

　　Currently, China has achieved major strategic results in coordinating epidemic prevention and control and economic and social development, and has become the first major economy in the world to resume economic growth.

Not long ago, the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China deliberated and approved the proposal on formulating the Fourteenth Five-Year Plan, proposing that the goal of building a moderately prosperous society in all respects will be achieved as scheduled. We will scientifically grasp the new development stage, firmly implement the new development concept, and actively build a new development pattern with domestic and international cycles as the main body and mutual promotion of domestic and international cycles.

China will unswervingly expand its opening to the outside world, enhance the domestic and international economic linkage effect, and drive the world's common recovery through its own recovery. Countries in the world, including ASEAN, will benefit from it.

Looking ahead, the space for cooperation between China and ASEAN will be broader.
