"Normalization between Sudan and Israel is a matter of time, but its steps are now faster to be of value."

This is what a senior Sudanese government official told Al-Jazeera Net, "However, the Forces of Freedom and Change Coalition, the political incubator for the government, has everything kept secret of negotiations with Tel Aviv and the mediation of the Emirates."

According to Haider Al-Safi, a member of the Central Council of the Forces of Freedom and Change and leadership in the Republican Party, the negotiations that began in Abu Dhabi between Sudanese, American and Emirati officials are intended to put Sudan before a fait accompli.

Al-Safi likened the Abu Dhabi meetings to the meeting with Prime Minister Abdullah Hamdok and the head of the Popular Movement - North Abdulaziz Al-Hilu, in imposing a fait accompli policy.

On Sunday, a Sudanese delegation led by the Chairman of the Transitional Sovereignty Council, Lieutenant General Abdel Fattah al-Burhan, arrived in the UAE on Sunday, accompanied by Minister of Justice Nasruddin Abdel-Bari and Ali Bakhit, Director of the Prime Minister's Office, Abdullah Hamdok, to hold consultations with US and Emirati officials on the normalization of relations between Khartoum and Tel Aviv. .

Direct dialogue

Al-Safi told Al-Jazeera Net that the issue of normalization within the forces of freedom and change (the ruling coalition) is not without disagreement, but in general this alliance wants negotiations with Israel to be direct, without intermediaries, under the light and not in secret.

Meaning that the dialogue should not be confidential.

He continues, "We do not want to hear the voice of the Emirates, but rather we want to hear the voice of Sudan," adding that these negotiations should be far from any Arab or Islamic bargaining or any cross-border designations.

The Sudanese officials are expected to discuss with the Director of Gulf Affairs in the National Security Council at the White House Brigadier General Miguel Correa and the National Security Adviser in the Emirates Tahnoun bin Zayed the lifting of sanctions on Sudan and economic support in return for normalization.

Correa played a role in drafting the normalization agreement between Israel and the UAE, and Tahnoun is in charge of the talks with Israel.

Try to jump

Muhammad al-Hadi, a leader in the National Unionist Party and the Alliance for Freedom and Change, asserts that the issue of normalization with Israel within the coalition "has two sayings," but it is proven that old taboos such as "Khartoum, the capital of the Three Nos" have become history.

He points out that in his visit to the UAE, al-Burhan, in the event that he obtains benefits such as removing Sudan from the list of countries sponsoring terrorism and economic support packages, will support normalization with Tel Aviv in light of the current pressuring economic conditions.

It seems that the government is trying to jump over the controversial situation within the Forces of Freedom and Change, delaying a decision on the matter until the Legislative Council is formed, and buying time.

According to a senior government official who spoke to Al Jazeera Net, Sudan's delay in normalizing relations with Israel may render the move worthless and without benefits.

He clarifies that Israel is now talking about the possibility of normalization with 6 countries, and in the event of Saudi normalization, Sudan will be in a new isolation, and its delay in normalization makes the step without gains.

He added, "There must be a decision at an appropriate time in which Sudan will be a key country in the issue of normalization."

Hamdok told Bambio last month in Khartoum that his government does not have a mandate for normalization with (French) Israel.

A foregone conclusion

The official confirms that the prime minister agreed to visit Al-Burhan to the Emirates and hold talks on normalization with Israel, because the head of the Sovereignty Council is free from any burden of the various forces of freedom and change on the issue.

He considers that Sudan is in fact a precedent for the Emirates in normalizing relations with Israel, as the head of state met with Israeli Prime Minister Benjamin Netanyahu in Kampala last February, which did not happen between Israel and the UAE.

It is noteworthy that the countries of the region began normalization with Israel with economic cooperation, and then went to political normalization, but Khartoum started it last, and will proceed with economic cooperation.

He expected that Al-Burhan's consultations in Abu Dhabi would result in normalization with Israel, which would begin with an exchange of consuls, then two ambassadors, which would lead to Sudan's integration into the international community.

And on the reports that talk about economic support in the range of 3.2 billion dollars, in addition to leaks talking about the request for proof of 10 billion dollars;

The official says that the talk is about meeting the needs identified by the transitional government upon assuming the reins of power, which is an amount of $ 8 billion to remove the stumbling block of the economy.

Al-Burhan had previously met Netanyahu in Uganda last February, which caused tension between the two sides of the government (communication sites).

Strict directions

Al-Jazeera Net has learned that strict directives were issued to ministers, especially those authorized to speak, not to make any statements to the press about visiting al-Burhan and normalization with Israel.

A minister told Al-Jazeera Net that after his return to Khartoum, Al-Burhan will enlighten the government in its two parts - the Sovereignty Council and the Council of Ministers - regarding the results of his discussions with the American and Emirati sides, and then a press statement will be issued to the government.

The issue of normalization in Sudan is surrounded by great embarrassment, in light of the intransigence of traditional forces towards the move, led by the National Umma Party, as well as the Communist Party and the Baath parties' rejection of normalization in the first place.

The Sudanese Prime Minister Abdullah Hamdok told US Secretary of State Mike Pompeo upon his visit to Khartoum last month that his government does not have a mandate for normalization with Israel, and he called on the US administration to separate the process of removing Sudan from the list of countries sponsoring terrorism and the issue of normalization with Israel.

When Al-Burhan and Netanyahu met in Kampala under the hospitality of Ugandan President Yoweri Museveni, the parties of the transitional government (the Prime Minister and Chairman of the Sovereignty Council) entered into altercations and a state of denial.
