  At the 2021 National Flood Season Meteorological Service Mobilization Video and Telephone Conference held on the same day, Song Lianchun from the National Climate Center introduced the current weather and climate characteristics.

  Song Lianchun said that since last winter, my country's climate has been complex and changeable, with frequent extreme weather and climate events.

  First, the temperature in winter is relatively high, the first winter is cold and then the winter is warm, and there are more severe cooling events.

Since winter, the national average temperature has been higher by 1.1℃, which has been warmer for 9 consecutive years. The daily maximum temperature in 785 counties and cities across the country has exceeded the historical extreme value in winter. However, there have been three national-type strong cold air or cold wave processes affecting my country. At the end of 2020 The land area with a cold wave cooling rate of more than 10°C reached 1.88 million square kilometers. The cold wave hit the central and eastern part of my country from January 6 to 8 this year, and the daily minimum temperature in more than 50 counties and cities broke the record low.

  Second, the national precipitation is relatively low, and the precipitation in southern China and Yunnan is obviously relatively low.

The national average precipitation is 18% less, the central and northern parts of Yunnan, eastern Guangdong, etc. are less than 50% to 80% less, and parts of Yunnan are less than 80% less. Southern China, southern Jiangnan, and Yunnan have suffered autumn and winter droughts. Since March, the eastern southwest Meteorological drought continues or develops. There are severe meteorological droughts and local droughts in central and northern Yunnan, southern Sichuan, and western Guizhou.

  The third is the process of strong sandstorms in the north.

In the past 60 years, the average number of dust days and dust storm days in spring in northern my country has decreased significantly. However, from March 14 to 15 this year, 12 provinces (cities, districts) in Northwest China have experienced large-scale dust storms, blowing sand and floating dust. Particularly strong sandstorms occurred in parts of Inner Mongolia, which was the strongest sandstorm weather process in the past ten years.

  Song Lianchun said that the next step will be to further strengthen climate prediction services.

Carefully prepare to effectively strengthen the organization and leadership of climate services during flood seasons, strengthen scientific and technological support for climate services during flood seasons, strengthen the downstream extension of climate services during flood seasons, and continuously improve the quality of climate prediction products.
