"Place Code" and "Digital Sentinel" verify the health information of personnel, and issue a notice on the promotion and application of "scan code access" epidemic prevention and control measures.
The contents of the notice are as follows:
1. Citizens must present the “Suishen Code” green code and a negative nucleic acid test certificate within 48 hours when entering and leaving public places with clear requirements for epidemic prevention and control; when entering and leaving residential areas, they must present the “Suishen Code” green code; emergency medical treatment, etc. Except for special circumstances.
2. Citizens should cooperate with the staff when entering and leaving public places and residential quarters, and actively scan the "place code" or show the "Sui Shen code" (physical ID card) and swipe the "Digital Sentinel" for verification.
3. "Place codes" or "digital sentries" should be deployed in public places and residential areas.
Site managers or operators shall, according to the requirements of epidemic prevention and control, do a good job in the planning and layout of "site codes" and "digital sentinels", and accurately fill in the information such as the name and address of the use sites. Deployed in places inconsistent with the reported address.
The "site code" should be posted at a prominent position at the entrance of the site, and multiple sheets may be posted at the same site.
Advocate the deployment of "digital sentinels" at the entrances of places with dense crowds and high traffic efficiency requirements to achieve rapid verification.
Public places and residential communities should implement epidemic prevention and control measures such as code scanning, temperature measurement, and wearing masks in accordance with the requirements of epidemic prevention and control, so that "everyone should be scanned, every scan must be checked, and no one will be missed."
If it is found that it does not meet the requirements of epidemic prevention and control, the person shall be refused entry and exit, and shall be reported to the local epidemic prevention and control department as soon as possible, and corresponding epidemic prevention and control measures shall be initiated.
4. Citizens who are unable to scan the code and display the code can present their ID card and the paper offline "Sui Shen QR code". After confirming their identity, the staff of the venue can scan the citizen's paper offline "Sui Shen application" mobile terminal with their mobile phones. "Apply code", verify health status, and register information.
If there is no abnormality in the health status, it is allowed to pass.
5. Enterprises, units, residential quarters, etc. that have not deployed "site codes" or "digital sentinels" shall not resume work, production, markets or schools, or create "epidemic-free communities".
6. For those places or persons who refuse to implement the "code scanning" epidemic prevention and control management requirements, causing consequences such as the spread of the epidemic, they will be investigated for legal responsibility in accordance with the law.
If the information collection is incomplete and inaccurate and affects the results of epidemiological investigations due to the irregular setting, management and use of "site codes" and "digital sentinels", site managers or operators shall bear corresponding legal responsibilities.
7. In accordance with the principle of "minimum enough", the personal information collected using "site code" and "digital sentinel" is only used for epidemiological investigation during the epidemic prevention and control period, and no unit or individual may use it for other purposes.
This notice will be implemented from the date of issuance, and will be adjusted dynamically according to the situation of epidemic prevention and control in Shanghai.
