According to the announcement, the Shanghai Cyberspace Administration of China has received reports from citizens that there are people on social media, especially in WeChat circles, who wantonly create, publish, and spread rumors and false information about Shanghai’s new crown pneumonia prevention and control work, and hope that the management department will take it seriously.
To this end, the Shanghai Cyberspace Administration will deal with some groups that maliciously spread rumors in accordance with the law, and call on citizens to safeguard cyberspace.

According to the Measures for the Administration of Internet Information Services, Internet information service providers shall not produce, reproduce, publish, or disseminate information containing content such as spreading rumors, disrupting social order, and disrupting social stability.
The relevant judicial interpretations of the Supreme People's Court and the Supreme People's Procuratorate also clearly stipulate that those who fabricate false information, or that they know to be fabricated false information, spread on the information network and cause serious public disorder will be convicted and punished for the crime of picking quarrels and provoking trouble.
The Cyberspace Administration of China also clarified in relevant regulations that Internet group creators and managers should perform group management responsibilities, and regulate group network behavior and information release in accordance with laws and regulations, user agreements and platform conventions.
Internet group members should abide by laws and regulations when participating in group information exchanges, interact in a civilized manner, express rationally, and must not fabricate false information, distort the truth, or mislead the public.
The Shanghai Internet Information Office hereby reminds group owners and group members of social media groups that any behavior on the Internet should abide by the law. Under the current situation, it is especially necessary to prevent the spread of all kinds of rumors, false information, and the spread of panic. , let alone make up rumors, stir up trouble, and make public appearances.
The Internet is not a place outside the law, nor should it be a breeding ground for the spread of rumors.
The Shanghai Internet Information Office will continue to refute and clarify all kinds of rumors in a timely manner based on reports from the masses and online inspections, and will work with public security and other departments to track down rumor makers and those who deliberately spread rumors and punish them according to law.
At the same time, some groups that maliciously spread rumors will also be dealt with in accordance with the law.
The Shanghai Internet Information Office appealed to the general public to start with me, enhance the ability to identify online rumors, actively refuse to spread rumors, and jointly maintain a healthy, orderly and clear cyberspace.
