At the time of the Korean War, veterans who had been taken prisoner by North Korean troops and forced to work, have sued the North Korean government and Kim Jong-un.

Judge Kim Young-ah, the 47th civil liberal governor of the Seoul Central District Court, said in a lawsuit filed by Han Mo and No Mo against North Korea and Chairman Kim on the 7th, "The defendants pay 21 million won to Han and No, respectively." And the ruling of the plaintiff.

Mr. Han and others filed a lawsuit in October 2016 saying that they participated in the Korean War and became prisoners of the North Korean army and were not repatriated after the blackout, and were exploited by the Ministry of Home Affairs.

Mr. Roh escaped North Korea in 2000 and Han in 2001, and returned to Korea.

The "Forget-me-not Repatriation Committee of the Former Armistice" (hereinafter the Forget-me-not), who led the lawsuit, emphasized, "This is the first ruling in Korea to admit our court's jurisdiction over North Korea and Kim Jong-un and order compensation for damages."

In a trial, Mr. Han and Mr. Roh insisted that "the long-term illegal acts that have been undertaken for nearly 50 years are annihilation of human rights." North Korea is responsible for providing 600 million won of alimony per manuscript.

They pointed out that Kim Il-sung and Kim Jong-il, who were rulers at the time of their forced labor damages, were liable for damages, and their descendants, Kim, inherited the damages.

In addition, he explained, "Considering the inheritance ratio, the compensation for Kim's responsibility is 22,246 million won per manuscript."

The court held the date for the first defense preparation in June last year, about two years and eight months after filing the complaint, and as a result, North Korea and Chairman Kim acknowledged the liability for damages.

There was no way to tell the North Korean government and Chairman Kim that the lawsuit had been filed, and the court eventually heard the case and heard the case, which took time.

Disclosure service is a system in which the content is delivered after posting on the court bulletin board or in the official gazette when the other party in the lawsuit fails to receive the document and refuses to go to court.

When a complaint is served on the defendant and the case is heard, the case will be heard only based on the evidence submitted by the plaintiff.

The defendant's claims are not reflected in this process.

Immediately after the trial, Mr. Han said, "With the exception of the forget-me-not, I am sorry that I have no politics, society, or interest in the prisoner of war."

"For now, we are currently depositing about 2 billion won in copyrights to the North Korean court for the North and South Korea Economic and Cultural Cooperation Foundation," said Mr. Gu Chung-seo, a representative lawyer of Forget-me-not. I will pay to Mr. Wano."

The Inter-Korean Economic and Cultural Cooperation Foundation signed an agreement with the North Korean Copyright Secretariat in 2005, and has been paying copyright fees whenever we use North Korean works, including Chosun Central TV video.

As a result, about 800 million won was remitted by 2008, but the inter-Korean economic and cultural cooperation foundation deposits copyright fees to the court after the remittance was blocked due to the ensuing sanctions against the tourists in the Mount Geumgang.

The Korea-North Economic and Cultural Cooperation Foundation's copyright fee deposited by May 2018 is 165.52 billion won, and it is estimated that if the sum of the deposits is added, it will reach 2 billion won.
