The debris flow that occurred in Atami City, Shizuoka Prefecture in July last year seems to have caused more damage to the collapsed embankment, and the Ministry of Land, Infrastructure, Transport and Tourism has been considering strengthening countermeasures.

In this, the place where there is a risk of damage due to embankment is designated as a "regulated area", and the construction work in the area is permitted by the prefectural governor, etc., and the land owner has a responsibility to maintain safety. I made it clear.
In addition to strengthening penalties,
▽ fines of up to 300 million yen will be imposed on corporations such as owners and businesses for violations of unauthorized creation and orders, and
▽ penalties for individuals. The upper limit is also imprisonment of up to 3 years or a fine of up to 10 million yen, which is
significantly increased from the current imprisonment of up to 1 year or a fine of up to 500,000 yen.
In the future, the standards for setting the restricted area for embankment and the specific operation method will be examined, and the law is expected to come into effect around May next year.
