  In January 2001, Zhang Fusheng came to Inner Mongolia Electric Power (Group) Co., Ltd. and served successively as a director, a member of the party committee, a chairman of the labor union, a deputy secretary of the party committee, a deputy general manager, and a general manager.

From January 2013 to December 2016, Zhang Fusheng served as a member of the CPPCC Standing Committee of the Inner Mongolia Autonomous Region and then retired.
