Zhang Fusheng, born in 1953, is a native of Shuozhou, Shanxi.
Beginning in 1970, Zhang Fusheng, who was only 17 years old, began to work in Wuda Mining Bureau. He spent 27 years as deputy director of Wuda Mining Bureau. After that, he served as deputy general manager of Shenhua Shenfu Dongsheng Coal Company for nearly 4 years. .
In January 2001, Zhang Fusheng came to Inner Mongolia Electric Power (Group) Co., Ltd. and served successively as a director, a member of the party committee, a chairman of the labor union, a deputy secretary of the party committee, a deputy general manager, and a general manager.
From January 2013 to December 2016, Zhang Fusheng served as a member of the CPPCC Standing Committee of the Inner Mongolia Autonomous Region and then retired.
In August 2020, the Commission for Discipline Inspection of the Inner Mongolia Autonomous Region announced that Zhang Fusheng, the former general manager of Inner Mongolia Electric Power (Group) Co., Ltd., was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision and investigation.
After investigation, Zhang Fusheng regards the state-owned resources in his hands as a "money cow" for making a fortune. By investing in coal enterprises or setting up multiple companies, he has illegally engaged in the same profit-making activities as the industry under his jurisdiction to obtain huge profits, and used his power to directly seek direct gains in the name of cooperation with registered companies.
