Raise the minimum living standards in many places

  Our reporter Shen Hui

In recent days, many places have successively raised their minimum living standards to further strengthen their ability to cover the bottom line.

Qinghai issued a notice in November to raise the minimum living standards for urban and rural residents in the province in 2021.

Among them, the urban minimum living security standard increased from 640 yuan per capita per month to 672 yuan per month, an increase of 32 yuan per capita, an increase of 5%; the rural minimum living security standard increased from 4800 yuan per capita per year to 5184 yuan per year, an increase of 384 yuan per capita. Yuan, an increase of 8%.

This is the thirteenth consecutive time that Qinghai has raised its urban and rural subsistence allowances.

Previously, in order to alleviate the dual impact of the epidemic on the basic lives of the people in need, Henan issued a notice in September that the province’s urban and rural subsistence allowances were raised from 570 yuan and 355 yuan per capita per month to no less than 590 yuan and 377 yuan. , Increased by 3.5% and 6.2% respectively.

Chongqing has also raised its urban and rural minimum subsistence allowance standard since September. The urban per capita subsistence allowance standard has been raised to 636 yuan per month, and the rural per capita subsistence allowance standard has been raised to 515 yuan per month.

Not only the three places mentioned above, many places have also announced to raise their minimum living standards.

For example, Beijing announced that starting from July 2021, the minimum living security standard will be adjusted from 1,170 yuan per person per month to 1,245 yuan; Shanghai announced that starting from July 1, 2021, the city’s minimum living security standard will be 1,240 yuan per person per month. The yuan was adjusted to 1330 yuan per person per month, an increase of 90 yuan per month, an increase of 7.26%.

The same is an adjustment, but the magnitude of the increase in the minimum subsistence allowance varies from place to place.

Feng Wenmeng, a researcher at the Development Research Center of the State Council, told reporters that this is mainly related to the level of economic development in various regions.

Generally speaking, places with a higher level of economic development have strong financial resources, and the minimum subsistence standard should be higher, and vice versa.

"However, in areas where the level of economic development is relatively backward, although the subsistence allowance standard is relatively low, prices are usually low."

Looking at the national situation, according to the latest statistics from the Ministry of Civil Affairs, as of the third quarter of 2021, my country has 42.424 million people living under the minimum living allowance in urban and rural areas. Among them, the urban minimum living allowance is 7.532 million, with an average of 706.6 yuan/person·month; The number of people with minimum living allowance in rural areas is 34.892 million, with an average of 6298.8 yuan per person per year.

"The subsistence allowance system is an important part of our country's social assistance system. Its target is the most vulnerable group in society. The original intention was to protect the basic life of the people in need." Feng Wenmeng introduced it and was established in the 1990s. The subsistence allowance system has played a pivotal role in maintaining the basic life of many people in difficulties who have encountered emergencies.

The 2021 "Government Work Report" proposes to solidly promote common prosperity.

Experts believe that in this context, many places have successively increased the minimum wage and subsistence allowances, the purpose of which is to make the reform and development results more benefit the people, and to take special care of the people in difficulties who need special care.

"From the beginning of the establishment of the subsistence allowance system to the present, the subsistence allowance standard has been continuously adjusted and improved. With the improvement of the level of economic and social development, the subsistence allowance standard in various places is expected to be further improved in the future." Experts said that the subsistence allowance system has encountered difficulties in the lives of residents. It is very necessary to "send charcoal in the snow" during special periods.

It should be noted that while doing a good job of guaranteeing the bottom line, we should also pay attention to multiple measures, and strive to cultivate the needy people to gradually form their own "blood-making" ability, and seek development through personal efforts.
