"As the link between the urban economy and the rural economy, the county economy plays an important role in undertaking industrial transfer, optimizing the economic structure, promoting industrialization and new urbanization, and absorbing rural surplus labor."

  Qian Xueming appealed that the state should attach importance to guiding and supporting local counties to plan and develop rural characteristic industries, implement special planting and breeding industry promotion actions, promote the integrated development of primary, secondary and tertiary industries, and accelerate the process of new industrialization.

Since 2019, the Guangxi District Committee of the Democratic National Construction Association and the Amity Foundation have jointly carried out a pilot practice in Dongxin Village, Long'an County, Nanning City, Guangxi, using the village's idle primary school building to open a public "parents canteen", serving more than 110 60 people in the village every day. The elderly over the age of 10 are provided with a free lunch of "two meats, one vegetable, one soup and three or two rice", which basically meets their all-day nutritional needs.

According to statistics, the daily food standard of the canteen is only 5 yuan per person, and it is only 7.7 yuan after adding labor and water and electricity.

Shanglin County, Nanning City, promotes the dean of township health centers to serve as the dean of nursing homes. Some newly built health centers and nursing homes are even separated by a “wall” to solve the problem of sick and disabled elderly seeing a doctor.

  Qian Xueming suggested that all localities can explore the construction of collective public canteens in natural villages or administrative villages based on the actual situation of the number of local elderly in rural areas and the average travel distance, so as to provide preferential, convenient and nutritious dining services for the elderly.

At the same time, take the township as a unit, innovate and coordinate the integration of medical and elderly service resources, and promote the integration of medical care and elderly care.

This approach is moderate in scale, easy to recruit, low in cost, close to home, and safe for children. It is a feasible solution to the problems of seeing a doctor and nursing care for the disabled elderly in rural areas.
