China News Agency, Moscow, October 16 (Reporter Wang Xiujun) On the 16th, Russian President Putin proposed an unconditional extension of the New Strategic Arms Reduction Treaty for at least one year during a video conference with permanent members of the Russian Federation Security Council.

Putin said that this will provide an opportunity for detailed negotiations on all issues stipulated in the agreement. At the same time, all countries in the world that want to maintain strategic stability will not lose basic documents such as the "New Strategic Arms Reduction Treaty."

Putin said that if the "New Strategic Arms Reduction Treaty" ceases to exist and is not replaced by another similar treaty, it will be very sad.

In recent years, the "New Strategic Arms Reduction Treaty" has played a fundamental role in curbing the arms race.

At present, Russia has a new weapon system that the US does not have, but Russia does not refuse to discuss this issue.

Putin asked Russian Foreign Minister Lavrov to formulate Russia's position on the above content and inform the US side so as to obtain a response from the US side in the shortest time.

Russian President’s Press Secretary Peskov told the outside world that Putin has not yet communicated on the phone with US President Trump and informed Russia about the proposed plan for the New Strategic Arms Reduction Treaty.

Russian State Duma (lower house of parliament) Defense Committee First Vice Chairman Schelling stated that the United States would not agree to extend the "New Strategic Arms Reduction Treaty."

For the United States, it is normal for them to sign the treaty while not complying with the treaty.

The "New Strategic Arms Reduction Treaty" was signed by the leaders of Russia and the United States in 2010 and came into effect on February 5, 2011, with a validity period of 10 years.

The treaty stipulates that the two countries must comprehensively reduce the nuclear warheads and missiles deployed during the Cold War. Seven years after the treaty enters into force (that is, 2018), they will reduce their respective nuclear warheads to 1,550, and the number of nuclear missile launchers and bombers that can launch nuclear weapons. Reduced to 800, of which the number of deployed nuclear warhead delivery vehicles must not exceed 700.

Prior to this, the United States had withdrawn from the "Anti-Ballistic Missile Treaty" and "Intermediate-Range Missile Treaty" and announced the initiation of the procedures for withdrawing from the "Open Skies Treaty."

At present, the only effective major arms control treaty between Russia and the United States is the New Strategic Arms Reduction Treaty.

Recently, the special envoy of the US President Marshall Billingsley, who is in charge of the US-Russian arms control negotiations, told the media that the US is willing to extend the "New Strategic Arms Reduction Treaty" while temporarily freezing US and Russian nuclear arsenals.

The Russian side expressed its disapproval.
