special investigation team of the Seoul Central District Prosecutors' Office sent about 20 prosecutors and investigators to Seongnam City Hall around 9 am today (15th) to start a search and seizure.



The targets of the search and seizure were known as the Balanced Urban Development Division, Urban Planning Division, Culture Arts Division, Information and Communication Division, etc. of Seongnam City.



Prosecutors are said to be focusing their search and seizure personnel in the department that was in charge of licensing and licensing the Daejang-dong development project.



It seems that Seongnam City is taking measures to check whether there were any problems in the process of project licensing and plan change, centering on 2016.



As for the Culture and Arts Department, it is said that they are securing materials related to the excavation of cultural assets in the Daejang-dong business site.



This seems to be a measure to confirm the possibility that Hwacheon Daeyu paid 5 billion won in severance pay to the son of Kwak Sang-do, who was a member of the National Assembly Education, Culture and Sports Committee, for the purpose of providing convenience during the development process.



Earlier, the court dismissed the arrest warrant requested by the prosecution for Kim Man-bae, the major shareholder of Hwacheon Daeyu, saying, "There is a great need to guarantee the right of defense, but the reason for the arrest has not been sufficiently explained."



While it was pointed out that the prosecution had hastily requested an arrest warrant without securing any additional evidence other than the transcript of accountant Jeong Young-hak, the prosecution's investigation team said, "We will closely review the reasons for dismissal and decide on a reclaim."
