  "Measuring and charging" helps reduce food and beverage waste

  Non-resident kitchen waste refers to the kitchen waste generated by public institutions such as party and government agencies, public institutions, hotels, restaurants and other related enterprises in food processing, catering services, and unit meals.

Du Huanzheng said that the amount of food waste generated by these units is large and the source of funds paid is guaranteed. It is not difficult to charge for the amount of food waste.

Moreover, in the domestic waste, the first implementation of "metering and charging" for kitchen waste will help stop and reduce food waste and reduce the cost of waste disposal.

  Kitchen waste accounts for nearly 60% of domestic waste in my country, and the average annual growth rate is expected to reach more than 10%.

Food waste is harmful to the environment and the disposal cost is high.

According to data released by the Beijing Municipal Management Committee, in February this year, the average daily amount of household kitchen waste in Beijing was 3541 tons. If the annual processing fee is 901 yuan per ton, the annual cost to the government is about 1.16 billion yuan.

  With the improvement of people's living standards and the enrichment of the structure and quantity of catering, the amount of food waste generated is increasing, and the government's financial burden is also becoming heavier.

Moreover, according to the current situation, it means that "who generates more garbage will receive more financial subsidies", which violates the principle of "who benefits, pays" and fairness.

  Carry out the collection of domestic waste in an orderly manner

  In May of this year, the National Development and Reform Commission issued the "Notice on the Action Plan for Deepening the Reform of the Price Mechanism during the "14th Five-Year Plan" period", proposing to encourage local governments at or above the county level to establish a domestic waste disposal fee system, rationally formulate and adjust fee standards, and promote non-residential meals. Kitchen waste metering and charging; areas where conditions permit explore the establishment of a payment system for household waste disposal.

  "For ordinary residents, the method of metering and charging still needs to be explored." Du Huanzheng said that collecting according to the actual amount of kitchen waste generated by residents is the most accurate, but such collection is difficult and costly.

Therefore, some people propose to levy according to housing area, tap water fee, etc.

"Next, we need to promote the concept of garbage charging, achieve a breakthrough in the collection method, and gradually carry out the collection of domestic garbage."

  At present, Jiangxi, Shenzhen, Chengdu and other places are exploring the "classified pricing, metering and charging" of kitchen waste.

In 2014, Beijing began to require non-resident units that generate household waste, kitchen waste, and construction waste to pay a non-resident waste disposal fee. The non-resident kitchen waste charge standard is 100 yuan/ton or 11 yuan/barrel.

  The "Thirteenth Five-Year" National Urban Domestic Waste Harmless Treatment Facilities Construction Plan pointed out that by the end of the "Thirteenth Five-Year Plan", we will strive to increase the capacity of 34,400 tons of food waste treatment per day.

However, the amount of food waste generated in my country in 2017 was 99.72 million tons, which is equivalent to 273,000 tons per day. Even if the planned food waste treatment project can be completed and put into production on schedule, the treatment rate is only about 20%.

  Du Huanzheng said that there is a large gap in my country's kitchen waste disposal capacity.

The "Guiding Opinions" require reasonable determination of quotas and tiers, widening the price difference, and realizing existing rewards and penalties, and giving full play to the incentive and restraint role of the price mechanism, which will promote the reduction of waste at the source.

In addition, the fees received are subsidized to the kitchen waste treatment operation, which will help improve the operation level of the facility, change the "dirty, messy, and poor" situation of some projects, and reduce the problem of "neighboring and avoiding" garbage disposal.

  The five ministries and commissions, including the State Agency Affairs Bureau and the Ministry of Housing and Urban-Rural Development, jointly issued the "Notice on Promoting the Classification of Domestic Waste in Public Institutions such as Party and Government Organizations" in 2017, requiring Party and Government organizations to take the lead in implementing compulsory classification of domestic waste, and then summarize and promote pilot experience and guide All people participate.

Du Huanzheng said that the domestic waste charging system may follow a similar path and finally enter the era of "classified pricing and metered charging".
