In Bashkiria, investigators are examining the scandalous criminal case of another "drunk" boy. 

On July 8, 2020, a nine-year-old boy was hit by a car while riding a bicycle.

Four months after the accident, the investigator contacted the child's parents and said that according to the results of the examination, their son was drunk.

The shocked parents appealed to the Ministry of Health and the Prosecutor's Office, but did not receive an answer.

After the case was publicized, the chairman of the investigative committee, Alexander Bastrykin, took control of the fact of the accident.

At the same time, as RT found out, the expert who conducted the study had already found alcohol in the blood of another child.

"He was driving along the edge of the road"

As 42-year-old Larisa Salieva from the village of Kameevo told RT, on July 8, 2020, her nine-year-old son fell under the wheels of the Russian Post car.

On that day, the boy was riding a bicycle with a friend.

“Witnesses said that he was driving from the edge of the road and suddenly his chain fell off, the steering wheel turned right under the UAZ.

The driver stopped, the neighbors ran after us, and we took our son to the local hospital.

From there, doctors sent him in an ambulance to the republican hospital in Ufa, ”says RT Salieva.

Her son, she said, was diagnosed with a skull fracture, but now the child is doing well.

The woman notes that she has no complaints about the driver.  

“He came to visit the child, asked for forgiveness and paid the family 10 thousand rubles, promising that he would give more money later,” she says.

At the same time, a criminal case was opened on the fact of the accident, and four months later the investigator called Salieva and said that, according to the results of the examination, her nine-year-old son was drunk.

“I almost felt bad.

You mean drunk?

Not we, not the driver, did not even smell the alcohol, but here, as she said, there was such a dose that he could not even stand on his feet, ”recalls the boy's mother.

According to the conclusion of the examination of the State Budgetary Healthcare Institution of the Republican Narcological Dispensary No. 1 of the Ministry of Health of the Republic of Belarus, signed by the expert A. V. Yalovega, 0.33 ppm of alcohol was found in the boy's blood.

According to Salieva, the medical institution did not provide her with a certificate, but was only allowed to photograph.

After that, the woman turned to the republican Ministry of Health and the local prosecutor's office.

However, she received no answers to her appeal.

    After the publicity in the media in the case of the accident, the Chairman of the RF IC, Alexander Bastrykin, became interested.

    He instructed to report to him on the progress of the pre-investigation check, organized on the basis of materials from local journalists.

    “Also, the regional investigation department sent a petition to the prosecutor's office to withdraw the criminal case on the fact of an accident from the internal affairs bodies and transfer it for further investigation to the investigative bodies of the Investigative Committee.

    The Chairman of the Investigative Committee of Russia demanded, within the framework of these inspections, to carefully establish all the circumstances of the accident, including checking the information disseminated by the media, in order to establish a reliable picture of what happened, "the website of the press service of the Investigative Committee of the Russian Federation reported.

    "Did not fall, but was poisoned"

    After a report on the local TV about the boy, Ruslan Parpiev, a resident of the Alekseevka village of the Ufa district, contacted his mother, the boy (name and surname have been changed. - RT).

    It turned out that in September of this year, his thirteen-year-old son was injured when he fell off the horizontal bar in the playground.

    The boy was treated at the Republican Children's Clinical Hospital in Ufa.

    And now they want to register the teenager with the Commission on Minors' Affairs and bring the parents to justice, because the expert Yalovega found 0.24 ppm of alcohol in his blood. 

    “At the same time, we have evidence that the son did not use anything.

    The incident got on the surveillance cameras that are installed on the site, ”Ruslan tells RT.

    The recording, which was broadcast by RT Parpiev, shows two boys and two girls walking in the playground.

    None of them use anything.

    Then the guys climb the stairs up.

    One of them jumps and tries to grab the horizontal bar, but breaks down and falls.

    The blow falls on the back and head.

    After that, the boy does not get up and remains unconscious.

    According to his father, he sent the record to the regional Ministry of Health, but did not receive an answer.

    The Investigative Committee advised to go to court with a civil claim, and thus try to prove that the teenager was sober.

    “Now, because of this certificate, they are going to put their son on record with the commission on juvenile affairs, and they are going to prosecute us because of improper upbringing,” Parpiev says.

    RT tried to contact expert Alexander Yalovega, but he did not answer calls.

    At the same time, there is no specialist with such a surname and initials on the institution's website in the list of employees.

    The GBUZ "Republican Narcological Dispensary No. 1" also did not answer RT's calls.

    RT sent an official request to the republican Ministry of Health.

    "Drunken" boys

    Earlier, RT talked about children injured in an accident, in whom experts later found alcohol in a strange way.

    On September 23, 2017, in Balashikha, near Moscow, Olga Alisova, 31, while driving a Hyundai Solaris, knocked to death six-year-old Alyosha Shimko, who was walking with his grandfather in the yard.

    The case gained widespread resonance when forensic scientist Mikhail Kleymenov ruled that the child was drunk and found 2.7 ppm of alcohol in his blood.

    Alisova was sentenced to three years in a penal colony.

    She was released in November 2019 after serving a full sentence.

    Kleymenov was found guilty of "negligence" and sentenced to 10 months of correctional labor.

    However, due to the expiration of the statute of limitations, he was released from punishment.

    Now he is working as a forensic scientist again.

    In July 2019, in the village of Buyskoye near Kirov, police officer Sergei Menshikov knocked down a boy on a bicycle to death, and in the fall, forensic scientist Sergei Nasonov issued a conclusion - the child was drunk and found 0.51 ppm of alcohol in his blood.

    The perpetrators of the child's death have not yet been found.

    Menshikov was charged only in June 2020. A criminal case was opened against Nasonov under Art.

    293 of the Criminal Code of the Russian Federation "Negligence".
