On August 4, the comprehensive group of the Joint Prevention and Control Mechanism of the State Council sent a working group to Hainan for guidance. On August 7, another 10 working groups were sent to be stationed in cities and counties where the epidemic occurred to support the epidemic prevention and control work in Hainan. The team went to the grassroots and the front line, went deep into key areas, strengthened on-site research, guidance, supervision and inspection, and implemented various epidemic prevention and control measures.

Hainan's medical resources are relatively weak, with 6.02 beds per 1,000 population and 2.91 licensed doctors per 1,000 population, all lower than the national average.

In terms of organizational management, Hainan is instructed to strengthen the overall planning and scheduling of resources and information in the whole province. Fourth, strengthen medical treatment, implement classified treatment for positive infections, coordinate medical resources across the province, and ensure that there are sufficient beds in Fangcang shelter hospitals and designated hospitals, so as to "acquire all that is due".
At the same time, carry out standardized diagnosis and treatment, ensure the homogeneity and standardization of treatment, strive to improve the effect of treatment, and ensure "the treatment that should be treated".
