Recently, the National Development and Reform Commission issued the "Measures for the Special Management of Central Budget Investment in the Construction of Urban and Rural Cold Chains and National Logistics Hubs" (Development and Reform Economic and Trade Regulations (2021) 817, referred to as the "Measures").

The "Measures" include 5 chapters and 26 articles, including general rules, supporting directions and standards, application procedures and plan issuance, project management and supervision and inspection, and supplementary provisions.

  The "Measures" clarify that the support directions for the central budget investment in the construction of urban and rural cold chains and national logistics hubs (referred to as "special projects") include three aspects: First, logistics infrastructure projects to make up for shortcomings.

Focus on supporting the national logistics hubs and national backbone cold chain logistics bases that have been included in the annual construction list to make up for the shortcomings of public and infrastructure facilities, including multi-modal transportation facilities projects, high-standard public storage facilities, new construction, renovation and expansion, and intelligence Transformation projects, bonded warehousing facilities projects, public logistics information platforms and informatization upgrade projects.

The second is the cold chain logistics facility project.

Focus on supporting projects of cold chain logistics facilities (excluding production facilities such as slaughter processing lines) that serve meat slaughtering, processing and circulation, new public cold storage, reconstruction, expansion, intelligent transformation and related supporting facilities projects.

The third is other logistics infrastructure projects that need to be supported in accordance with the decisions and deployment of the Party Central Committee and the State Council.

In principle, the support standard of a single project shall not exceed 30% of the approved investment of the project in line with the direction of special support, and the maximum shall not exceed 50 million yuan.

  The "Measures" stipulate that all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning, the Xinjiang Production and Construction Corps Development and Reform Commission (referred to as the Provincial Development and Reform Commission), and central management enterprises shall be the project summary and application units, responsible for the project reserve of the region and the system , Declaration and management.

The National Development and Reform Commission organizes experts to review, research and form a list of projects that meet the support direction, which will be reviewed by the project summary and application unit, and after overall planning and balance, the annual investment plan and performance targets in the central budget will be researched and issued, and submitted for approval according to procedures.

Among them, the centrally managed enterprise projects issue annual investment plans within the central budget according to the projects.

For local projects, the annual investment plan within the central budget is issued in a diced manner. The Provincial Development and Reform Commission decomposes the investment plan and performance targets into specific projects within the scope of the list of projects that meet the support direction and reports them to the National Development and Reform Commission for the record.

When the project summary application unit forwards or disseminates it, it must give full play to the investment guidance and supplementary role of the investment in the central budget, and support the construction of public and basic projects with low social investment enthusiasm.

  The "Measures" emphasizes that relevant centrally managed enterprises and provincial development and reform commissions should strengthen supervision and inspection of the implementation of projects and performance targets, coordinate and solve problems in project construction, accelerate project construction progress, and ensure project construction quality. The National Development and Reform Commission will conduct random inspections of project construction from time to time. Different situations will be dealt with seriously when problems are found, and at the same time, depending on the severity of the circumstances, they will be referred to or transferred to the relevant agencies to investigate the administrative or legal responsibilities of the responsible persons in accordance with the law.
