Meng Wei said that in order to improve the efficiency of the use of investment funds in the central budget and ensure the safe and compliant use of funds, in January this year, the National Development and Reform Commission issued the "Major Regional Development Strategy (Promoting Hainan's Comprehensive Deepening of Reform and Opening-up) Central Budget Investment Special Management Measures ".
According to the management measures, special investment focuses on supporting major projects of the Hainan Free Trade Port that embody the central strategic intentions, the market cannot effectively allocate resources, and the existing funding channels cannot arrange the Hainan Free Trade Port. This is the key direction of support.
Specifically, it includes: ecological protection and restoration, high-tech industry cultivation, tourism development, island-wide customs closure and other risk prevention and control, major infrastructure, public services, and key functional platform construction projects.
