Enrollment examination for civil servants in more than 20 provinces

The recruitment of civil servants in various provinces in 2021 will be started one after another at the end of last year. Provinces such as Shanghai, Jiangsu, Shandong, Beijing and Zhejiang have already conducted written examinations.

In recent years, most provinces across the country have set the annual recruitment of civil servants to conduct a centralized written examination in April each year, which is also called the "joint examination" by examinees.

Judging from the time of this year’s written examination, the joint examination for civil servants in many places is significantly earlier than in previous years. According to recruitment announcements issued by various regions, more than 20 provinces including Shanxi, Henan, Jilin, Fujian, Yunnan, Hubei, Guizhou, Ningxia, and Guangxi will take the written examination time. It is scheduled to be held from March 27th to 28th.

This year's civil service provincial examination and recruitment time is ahead of the previous year as a whole. Many regions have made it clear that it will be linked to the graduation time of college graduates, so that graduates can register for work after graduation.

For example, Shanxi has previously introduced that in order to promote early employment and stable employment of college graduates, Shanxi Province has initiated the recruitment of civil servants ahead of schedule. It plans to organize interviews in mid-June and complete recruitment approval in mid-July.

About 110,000 people are enrolled in the total plan of more than 20 provinces

Judging from the scale of the planned recruitment of civil servants in 2021, according to the statistics of the number of people to be recruited previously published by various regions, the total scale of recruitment in more than 20 provinces is about 110,000.

Compared with the trend of expanding enrollment in various provinces last year, the scale of enrollment for provincial examinations in many places has been relatively reduced this year.

For example, last year, Inner Mongolia planned to recruit a total of 7,270 civil servants. This year's provincial examination indicated that Inner Mongolia planned to recruit 5,310 people, a significant drop from last year.

In Henan, compared with the enrollment scale of nearly 10,000 last year, the number of enrollment candidates in Henan Province this year has dropped to 7,901, a reduction of more than 20%.

However, even if the scale of recruitment in some areas is reduced, the popularity of public examination registration remains unabated.

For example, the Hunan Provincial Examination plans to recruit 5,621 people this time, which is significantly reduced from the previous year. However, the number of applicants for the Hunan Provincial Examination this time reached 142,000, with an average examination-recruitment ratio of 25:1, and job competition is more intense than in previous years.

Before the registration deadline in Henan Province, the number of people who passed the examination was close to 500,000, but the number of applicants increased by more than 40,000 compared with last year. The pressure of competition has further increased.

Recruiting more grassroots freshmen faces more choices

Observing the characteristics of the recruitment policies for civil servants in various provinces this year, the policy preference for grassroots and college graduates is still obvious.

In Hebei, Hebei said that focusing on the implementation of the rural revitalization strategy, the implementation of recruitment plans and recruitment policies are tilted to the grassroots level to promote the assembly of talents to the front line.

This year there are 6866 county and township recruitment plans, accounting for 82% of the four-level entrance exam plan.

The province also emphasized to ensure that civil servants at the grass-roots level are "recruitable, retained, and well-used."

In another example, Sichuan also emphasized that "focusing on consolidating the results of poverty alleviation, serving grassroots governance and rural revitalization" plans to recruit 7,145 civil servants, of which 90% are at the grassroots level.

Regarding the care of fresh graduates, for example, Shanxi Province plans to recruit 4376 civil servants this time, of which 1299 fresh graduates are recruited.

In Sichuan's "four-level entrance exam", 98.4% of the recruitment plans are for graduates to apply for the exam, of which 1,178 are recruited specifically for fresh graduates.

The province also emphasized that it will continue to expand the scope of recruiting outstanding university graduates to work at the grassroots level to include public institutions outside the province, attracting fresh graduates from outstanding universities to work in Sichuan.

"Whether it is the advancement of the provincial examination recruitment time or the increase in the recruitment of college graduates in some areas, it is to help and support the employment of college students, provide them with convenience in career selection, and create more employment options." Huatu Education Public Examination Expert Li Manqing had previously analyzed the media.

Experts said that for civil servants, the tasks of grassroots civil servants are arduous, and the demand for talents is large. Supplementing talents for grassroots positions and guiding college graduates to work at the grassroots level can help improve the local social governance capabilities and also help the training of local civil servants.
