This is stated on the website of the Russian government.

“The government is stepping up work on the regulatory framework for creating a unified pension and social insurance fund in Russia ... Mishustin instructed the Ministry of Labor to submit to the Cabinet by May 5 a schedule for the development and adoption of by-laws to implement the federal law on the creation of a unified pension and social insurance fund,” — noted in the statement.

It is clarified that in parallel the issue of introducing a single rate of insurance premiums will be worked out.

It is assumed that they will be transferred to the fund in a single payment.

Earlier, the head of the social committee of the Federation Council, Inna Svyatenko, said that the merger of the Pension Fund and the Social Insurance Fund into a single Social Fund could occur from January 1, 2023.
