  The action plan stated that traditional data centers are accelerating their integration with network and cloud computing, accelerating their evolution to new data centers.

  The plan proposes that by the end of 2023, the average annual growth rate of the national data center rack scale will be maintained at about 20%.

The average utilization rate will be increased to more than 60%, the total computing power will exceed 200 EFLOPS, and the high-performance computing power will account for 10%.

The computing power of national hub nodes accounted for more than 70%.

  The action plan calls for speeding up the construction of national hub nodes.

Promote the Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing and other national hub nodes to appropriately speed up the construction of new data center clusters, achieve large-scale computing power deployment, and meet the implementation needs of major regional development strategies.

  In terms of the industry chain, the action plan calls for drawing a map of the entire industry chain of the new data center to promote the completion of key links.

Relying on the existing domestic industrial advantage areas, create a new data center industrial chain gathering area to form a synergy of scale.

  The action plan says to support the "going out" of upstream and downstream enterprises in China's data center industry chain, focusing on the deployment of new overseas data centers in countries along the "Belt and Road", strengthening effective coordination with China's sea and land cables and other international communications infrastructure, and gradually improving global service capabilities.
