  The meeting pointed out that after the issuance of the "Opinions of the General Office of the State Council on Accelerating the Development of Affordable Rental Housing", especially since the State Council’s teleconference was held on July 22, all regions and departments have conscientiously implemented and promoted the development of affordable rental housing. The results have formed a batch of reproducible and extendable experiences.

  First, in accordance with the top-level design of the housing security system at the national level, cities such as Beijing, Shanghai, and Shenzhen have improved the housing security system in the region, and accelerated the improvement of the housing security system with public rental housing, affordable rental housing and shared property housing as the main body.

  Second, large cities with net population inflows, based on extensive and in-depth investigations, based on actual conditions, adopted policies for new construction, reconstruction, renovation, rental subsidies, and use of government idle housing as affordable rental housing, etc. In this way, the supply will be increased, and the construction target of affordable rental housing during the 14th Five-Year Plan period will be scientifically determined. Shanghai, Guangzhou, and Shenzhen plan to increase the number of new affordable rental housing units during the 14th Five-Year Plan period to 470,000 units (rooms) and 600,000 units respectively. (Rooms), 400,000 units (rooms), both account for about 45% of the total new housing supply; Beijing is preparing the "14th Five-Year" housing development plan, of which affordable rental housing will account for no less than 30% .

  The third is to make full use of the various land support policies specified in the "Opinions" to guide the village collective economic organizations, enterprises and institutions, park enterprises, housing leasing companies, and real estate development companies to actively develop affordable rental housing and focus on achieving a balance between job and housing.

  Fourth, pay attention to grasping the policy guidance of affordable rental housing, and insist on small-sized apartments and low rents for new citizens and young people. All regions have made it clear that affordable rental housing is mainly for new citizens and young people without housing, and there is no income threshold. It is mainly small-sized apartments with a size of less than 70 square meters, and the rent is lower than the rent of rented houses in the same market with the same quality.
