The Ministry of Agriculture and Rural Affairs announced today (16th) that more than 80% of Tibet are farming and pastoral areas. Agriculture and animal husbandry are an important source of income for Tibetan farmers and herdsmen, accounting for nearly half.

During the "Thirteenth Five-Year Plan" period, my country's agricultural and rural assistance to Tibet has achieved remarkable results:

First, the project has invested heavily in aid to Tibet.

During the 13th Five-Year Plan period, the central government has implemented more than 23 billion yuan in various agriculture-related funds, and allocated more than 4 billion yuan to assist Tibet in 17 provinces and cities. The comprehensive service center covers all towns and villages.

Second, industrial aid to Tibet has many benefits and great changes.

Create 6 national modern agricultural industrial parks, 3 characteristic and advantageous industrial clusters, and 12 agricultural industrial towns, and support the cultivation of highland barley, vegetables, yaks, Tibetan pigs, Tibetan chickens and other pillars with distinctive regional characteristics and close integration of agriculture and farmers Industry, helping to sell more than 2 billion yuan of specialty agricultural products.

The third is the large number of technical assistance to Tibet, and the results have been great.

Established an agricultural technical service team to guide Tibet during key agricultural periods, selected nearly 100 cadres and more than 600 technical experts to travel to Tibet to send knowledge and technology, covering all 74 impoverished counties, and helping to breed more than 200 new varieties of crops, livestock, and forage indivual.

  The Ministry of Agriculture and Rural Affairs announced on the 16th that at present, Tibet is still in the initial stage of agricultural and rural modernization. The basic conditions for agriculture and animal husbandry are weak, scientific and technological innovation talents are scarce, and the reform of agricultural and pastoral areas is relatively lagging.

To this end, during the "14th Five-Year Plan" period, the state will focus on six areas, further increase aid to Tibet, and strive to promote the high-quality development of Tibet's agriculture and animal husbandry.

The first is to introduce talents, explore the establishment of service groups, and innovate ways to strengthen technical assistance.

In each prefecture and city, an agrotechnical service group will be built around a leading industry to provide long-term follow-up services and provide concentrated services in Tibet for three months each year.

At the same time, it will continue to increase the selection of cadres to aid Tibet, and each year 500 family farmers and cooperative leaders will be selected to carry out entrepreneurship and enrichment training.

The second is the construction of facilities, focusing on the production of important agricultural products, and increasing investment in improving facilities and equipment.

Focus on the construction of high-standard farmland that guarantees income from droughts and floods. The "14th Five-Year Plan" supports the construction of more than 4.4 million mu of high-standard farmland, and builds a concentrated and contiguous highland barley production base and industrial belt with supporting functions.

Support the construction of a batch of facility vegetables and high-efficiency solar greenhouses in the suburbs and key cities and towns, and strive to achieve 80,000 mu of facility vegetable production bases in 2025.

The third is to upgrade the industry, highlight the whole chain of assistance, and work together to strengthen the plateau characteristic industry.

Focus on key industries such as highland barley, yak, Tibetan chicken, Tibetan pig, and vegetables, and organize point-to-point docking. Each leading industry will introduce at least one leading enterprise above the provincial level.

To do deep processing, focus on supporting the construction of a batch of cold chain logistics facilities for the storage and preservation of agricultural products.

Create a brand, support the construction of a number of modern agricultural industry chain standardization bases, and help create the "golden sign" of plateau characteristic agricultural products.

Expand functions, support the construction of a number of beautiful leisure villages and key counties in leisure agriculture in China, and guide the development of new industries and new formats such as collectors’ entertainment, farming experience, and ethnic handicrafts.

The fourth is institutional innovation, centering on activating the kinetic energy of factors, and guiding and advancing key reform tasks.

The reform of the rural collective property rights system has been basically completed this year, guiding the construction of a rural collective asset information management platform and a rural property rights trading market.

The standardization of farmers' and herdsmen's cooperatives has been improved, focusing on supporting 7 counties including Qushui and Bangor to improve the quality of cooperatives in the whole county to promote the pilot project, and give full play to the role of joint agriculture and farming.

Fifth, ecological protection, guarding the pure land of the plateau, and continuing to support the green development of agriculture and animal husbandry.

Protect biodiversity.

Assist in the construction of a number of in situ conservation areas and conservation sites, warehouses, and nurseries. Once new resources are discovered, they should be protected immediately.

Reduce agricultural water use.

Support the construction of a number of high-standard dry farming water-saving demonstration areas, help promote technologies such as drip irrigation under mulch, water and fertilizer integration, and promote water-saving aquaculture methods.

Purify the environment of the place of production.

Special arrangements have been made for 10 counties in Tibet to promote the utilization of livestock and poultry manure resources, and increase policy support such as soil testing and formula fertilization, comprehensive utilization of straw, and recycling and utilization of agricultural film.

  Sixth, we should strengthen the frontiers and enrich the people, strengthen the promotion of industrial upgrading, and gather efforts to fund the rich and strong sides.

Integrate industrial integration development projects, and realize the comprehensive coverage of 21 border counties modern agricultural industrial parks, advantageous characteristic industrial clusters, and agricultural industrial strong towns.
