Employers must be urged to improve production processes and operating procedures, improve working conditions and working environment, reasonably arrange working hours, reduce labor intensity, organize occupational health inspections, strengthen education and training, and provide employees with necessary personal protective equipment and hot work resting places. High temperature allowances are issued in accordance with regulations.

Many provinces will issue high temperature subsidies in June

  The "Administrative Measures for Heatstroke Prevention and Cooling Measures" formulated in June 2012 stipulates a specific high temperature allowance system.

If the employer arranges for workers to engage in outdoor work in hot weather above 35°C (including 35°C) and cannot take effective measures to reduce the temperature of the workplace to below 33°C (not including 33°C), it shall issue a high temperature allowance to the worker. Beijing, Tianjin, Shanghai, Zhejiang, Shanxi, Henan, Shaanxi, Guangdong, Guangxi, Jiangxi, Jiangsu, Shandong, Gansu, Hubei, Ningxia, Guizhou and many other provinces will begin to issue high temperature allowances in June; Hainan will begin to issue high temperature allowances in April; Hunan , Liaoning began to distribute in July.

  In terms of the amount of payment, among the provinces that are issued on a monthly basis, Shanghai, Guangdong, and Jiangsu have a higher standard of payment, 300 yuan per month.

  Jiang Han suggested that the core key to the distribution of high temperature allowances in various places is to be fair, just, and open. On the other hand, pay attention to the payment of allowances not to violate the regulations, not to violate the national eight regulations and other requirements.   Associate Professor Zhang Zhixin of Capital University of Economics and Business told reporters from China-Singapore Jingwei that the duration of high-temperature allowances should respect the differences of different regions and be based on the natural climate conditions of each region; the amount of high-temperature allowances should be based on the ability of local governments to pay and match their fiscal revenues. ; All localities must grasp the standards and avoid “one size fits all”.

What should I do if the high temperature allowance is not paid?

  Zhao Zhanzhu, deputy director of Beijing Yunjia Law Firm and a researcher at the Intellectual Property Center of China University of Political Science and Law, told reporters from China-Singapore Jingwei that Article 17 of the Measures for the Management of Heatstroke Prevention and Cooling Measures stipulates that workers who engage in high-temperature operations are entitled to job allowances in accordance with the law.

Employers who arrange for workers to engage in outdoor operations in hot weather above 35°C and fail to take effective measures to reduce the temperature of the workplace to below 33°C shall provide workers with high temperature allowances and include them in the total wages.

The high temperature allowance standard is formulated by the provincial human resources and social security administrative department in conjunction with relevant departments, and adjusted in time according to the social and economic development.

  Zhao Zhanjiang claimed that if the employer violates the national labor security laws and administrative regulations on working hours, wages and allowances, and infringes on the labor security rights and interests of workers, the human resources and social security administrative department at or above the county level shall order corrections in accordance with the law.

It is illegal and can be reported to the Human Resources and Social Security Bureau of the place where the employer is registered.
