Premier Li Keqiang attended the 23rd ASEAN and China, Japan and South Korea (10+3) Leaders' Meeting in the Great Hall of the People on the afternoon of November 14.
The leaders of the ten ASEAN countries as well as South Korean President Moon Jae-in and Japanese Prime Minister Yoshihide Suga attended the meeting.
Vietnamese Prime Minister Nguyen Xuan Phuc presided over the meeting.
The meeting was held in video format.
Li Keqiang said in his speech that since the 10+3 Special Leaders Meeting to Fight the New Coronary Pneumonia Epidemic was held in April this year, all parties have actively implemented the results of the meeting, worked together to meet the challenges of the epidemic, opened up markets to each other, stabilized the industrial chain supply chain, and effectively promoted the regional epidemic. Prevention and control and economic recovery have demonstrated the important role of 10+3 as the main channel for East Asian cooperation.
Relevant international agencies predict that East Asia is expected to become the only region that will achieve positive economic growth this year.
Li Keqiang pointed out that the 10+3 countries are an important force to promote the economic development of East Asia.
We must further strengthen communication and coordination, enhance the resilience and vitality of 10+3 cooperation, and promote the overall recovery of East Asian economies.
China made the following suggestions:
First, continue to strengthen anti-epidemic cooperation and promote public health capacity building.
China is willing to actively carry out international vaccine cooperation with all parties, promote the construction of a 10+3 emergency medical material reserve center, and carry out a 10+3 public health emergency response tabletop exercise.
Second, speed up the construction of free trade zones and deepen the integration and development of East Asia.
The parties concerned are about to formally sign the "Regional Comprehensive Economic Partnership Agreement" (RCEP), which is another important milestone in regional economic integration. It will play a positive role in boosting confidence in regional development and promoting world economic recovery.
China is willing to work with all parties to implement the agreement, so that the results will benefit regional enterprises and people sooner.
Third, unblock the supply chain of the regional industrial chain and enhance the competitiveness of the East Asian industrial system.
Under the premise of effective epidemic prevention, we must gradually build a network of regional "fast channel" and "green channel" to facilitate the exchange of people and goods, and promote the establishment of an open, smooth, safe and stable regional production system.
Fourth, seize the opportunity of the digital economy to create an innovation highland in East Asia.
Conform to the development trend and promote the integrated development of "online economy" and "offline economy".
Adhere to the principle of marketization, and create a fair, just, non-discriminatory, and predictable business environment for business cooperation.
Fifth, focus on social and people's livelihood cooperation to achieve sustainable development in East Asia.
China is willing to implement the "East Asia Poverty Reduction Cooperation Initiative Phase II" project to achieve coordinated regional development while reducing poverty.
Strengthen cooperation in response to climate change and disaster prevention.
Through the "China, Japan and South Korea + x" cooperation model, we will carry out more cooperation in health, environmental protection, and disaster reduction projects.
Leaders participating in the meeting stated that 10+3 was born due to the Asian financial crisis, and significant progress has been made in cooperation in various fields over the past 23 years.
Facing the unprecedented challenge of the epidemic, the 10+3 countries united and held a special meeting of leaders to effectively deal with the impact of the epidemic.
It is hoped that this meeting will further build consensus, improve the level of public health safety in the region, carry out joint prevention and control, promote the construction of 10+3 emergency medical supplies, and deepen cooperation in the field of vaccine drug research and development to ensure the availability and affordability of vaccines Sex.
