[Explanation] With the national "14th Five-Year Plan" outline and the Guangdong-Hong Kong-Macao Greater Bay Area Development Plan outline for Hong Kong's development blueprint, in order to promote Hong Kong faster and better integrated into the overall development of the country, the country has successively issued the "Comprehensive Deepening" The Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone Reform and Opening Plan and the "Eight Measures to Benefit Hong Kong Youth" provide opportunities for Hong Kong.

In an interview with China News Agency on September 17, the Chief Secretary for Administration of the Hong Kong Special Administrative Region Li Jiachao said that in addition to consolidating Hong Kong's original advantages, the "14th Five-Year Plan" outline also proposed a number of new positionings to point out the direction for Hong Kong's future development.

  Under the "14th Five-Year Plan", we (Hong Kong) are also given four new positions. These four positions should be an innovation center. We can become a center for cultural exchanges between China and the West. We should develop a center for intellectual property trading rights. We can also use Hong Kong's position and our development in aviation to become our aviation hub (center) and play an important role.

  [Explanation] Regarding the "Qianhai Plan" recently introduced, Li Jiachao said that the opportunities for the expansion of the "Qianhai" area will increase.

At the same time, the "Qianhai Plan" requires a high degree of cooperation and integration between Shenzhen and Hong Kong. Hong Kong can benefit from an open mind in the process of exploring system innovation.

  What is meaningful to Hong Kong is that the "Qianhai Plan" requires a high degree of cooperation, a high degree of integration, and interconnection between the two places. It also highly requires us to innovate in the system.

Of course, it is also a matter for us to try our best. In addition to our own strength in this area, we also push us to use new angles and new attitudes to see how we can innovate systems and emancipate our minds. So for us It is very meaningful.

  What the Greater Bay Area and the "14th Five-Year Plan" give us is not a "zero-sum game", but a diversified, symbiotic, and infinite space.

Because I have been in the (SAR) government many times, and when discussing the Greater Bay Area and the "14th Five-Year Plan" with private friends, I especially proposed to seize this opportunity, have a positive attitude, and (have) innovative ideas. To change what we do ourselves from 100 points to 110 points or higher.
