The 2021 Global Digital Economy Conference recently opened in Beijing.

According to data released at the conference, China's digital economy in 2020 will be close to 5.4 trillion US dollars, ranking second in the world; a year-on-year increase of 9.6%, the growth rate is the world's first.

In recent years, the digital economy has been developing rapidly in China, and has become a new engine for high-quality economic development in China, the main starting point for deepening supply-side structural reforms, and the main driving force for strengthening the resilience of economic development.

Good momentum of digital economy development

Since the beginning of this year, the overall development of China's digital economy has been improving, and the digital economy and the real economy have continued to merge.

From January to May, the added value of the computer, communications and other electronic equipment manufacturing industry increased by 21.5% year-on-year, and the two-year compound growth rate was significantly higher than the compound growth rate of all industries.

In the first half of the year, the online retail sales of physical goods increased by an average of 16.5% in two years, accounting for 23.7% of the total retail sales of consumer goods.

Cross-border e-commerce maintains high growth and has become an important force in stabilizing foreign trade.

The quality and upgrade of rural e-commerce will inject vitality into rural revitalization.

The spread of digital infrastructure has accelerated, and the penetration rate of fixed broadband has reached the level of developed countries.

Behind the good development momentum is strong policy support.

In June this year, the "Data Security Law of the People's Republic of China" was officially issued, which provided effective guarantees for the orderly flow, development and utilization of data; in the same month, the National Bureau of Statistics released the "Statistical Classification of the Digital Economy and Its Core Industries (2021)" A unified and comparable statistical standard, caliber, and scope of digital economy accounting has been developed, forming a Chinese plan for digital economy statistical accounting.

Local governments have responded positively and have introduced relevant implementation measures for the development of the digital economy.

At the 2021 Global Digital Economy Conference, "Beijing's Implementation Plan on Accelerating the Construction of a Global Digital Economy Benchmark City" was released, clarifying Beijing's goal of becoming a global digital economy benchmark city by 2030; Guangdong will implement the "Beijing" in September this year Guangdong Province Digital Economy Promotion Regulations, which is also the first local regulation to promote the development of the digital economy since the country announced the digital economy and its core industry statistical classification; Shanghai, Shenzhen, Qingdao and other places have issued relevant documents, and the speed of urban digital transformation has gradually accelerated... …

The "14th Five-Year Plan" outline proposes that by 2025, the added value of China's digital economy core industries will account for 10% of GDP.

The digital economy is becoming a new engine leading high-quality development during the "14th Five-Year Plan" period.

Presenting three new features

A research report recently released by the National Information Center believes that the current development of China's digital economy is showing three new characteristics.

Leading-The digital economy has become a key factor leading the recovery of investment, consumption, and exports.

Looking at investment, as of the first half of this year, investment in high-tech industries has increased by 23.5% year-on-year. The growth rate of investment in computer and office equipment manufacturing and e-commerce service industries has far exceeded the national average growth rate.

Looking at consumption, in the first half of the year, the online retail sales of physical goods accounted for 23.7% of the total retail sales of consumer goods. Information consumption led the steady recovery of the domestic consumer market.

Looking at exports, from January to May, the software industry achieved exports of 19.1 billion U.S. dollars, basically returning to the level of the same period in 2019.

Reform-All regions actively promote digital reform and digital transformation to provide policy and institutional guarantees and environmental impetus for the development of the digital economy.

Zhejiang Province, Hebei Province (Xiongan New District), Fujian Province, Guangdong Province, Chongqing City, Sichuan Province and other six places have combined to create a "National Digital Economy Innovation and Development Pilot Zone" to accelerate the digital transformation of the real economy, and establish a platform economy and a sharing economy And other management systems required by the development of new business formats.

According to the "White Paper on China's Digital Economy Development (2021)", the scale of the digital economy in 13 provinces across the country exceeds 1 trillion yuan, and Beijing and Shanghai's digital economy accounted for the country's leading share of GDP.

Innovation-Recently, a number of major scientific and technological achievements have been made in the fields of the digital economy.

Intelligent speech recognition, cloud computing and some databases are globally competitive; Chinese companies’ 5G patent claims accounted for 32.97%, ranking first in the world.

The advancement of digital technology has effectively promoted the counter-trend growth of industries related to the digital economy.

In the first half of the year, the output of industrial robots and integrated circuits increased by 69.8% and 48.1% year-on-year respectively, and the added value of the information transmission, software and information technology service industries increased by 21% and 20.3% year-on-year respectively.

Standardize development and maintain data security

In the opinion of industry experts, the digital economy is developing well, but there are still some problems that need to be solved urgently.

The key technology "stuck neck" problem is still prominent.

Relevant experts from the Ministry of Information and Industry Development of the State Information Center suggested that the high-quality development of the digital economy during the "14th Five-Year Plan" period should place scientific and technological independence and self-reliance in an extremely important position, fight for key core technologies, and implement the digital economy basic industry reengineering project , To speed up the independent control of "stuck neck" technology products.

The institutional blockage restricting the development of the digital economy is still prominent.

Experts suggest that during the "14th Five-Year Plan" period, the high-quality development of the digital economy urgently requires major breakthroughs in the reform of the basic system of data elements, and speeds up the establishment of basic systems and standards for data resource property rights, transaction circulation, cross-border transmission, and security protection.

Data security concerns the overall situation, and the construction of information security and platform governance systems should be further strengthened.

The above experts suggested that in order to ensure the healthy and rapid development of the digital economy, we should further focus on hidden risks in the field of data security, establish and improve basic systems such as data security review, data security risk assessment, monitoring and early warning, and emergency response; establish a data classification and grading protection system, and strictly Manage national core data related to national security, the lifeline of the national economy, important people's livelihood, major public interests, etc., strengthen data protection involving national interests, business secrets, and personal privacy; strengthen data security assessments, and regulate the safe and orderly flow of data across borders.
