Among them, 390 villas and 25 multi-storey and mid-high-rise buildings are planned to be built in the Dianchi Lake area.
At present, all planned projects have been implemented, and the ecological function of Changyao Mountain has been basically lost.
In fact, the inspection team pointed out during the first round of central ecological and environmental protection inspections in July 2016 that the relevant projects built by the Nuo Shida Group invaded the Dianchi first-level protected area.
However, the Jinning District of Kunming City and Nuostar Group not only failed to learn their lessons, but intensified their efforts. They destroyed the ecological forest and built an asphalt road in the Dianchi first-level protection zone, and successively developed and constructed real estate projects in the restricted construction area of the Dianchi second-level protection zone. As of July 2018, when the first round of central ecological and environmental protection inspectors "looked back", Nuo Shida Group had built 167 villas in the secondary protection zone, covering an area of 293 acres and a construction area of 108,000 square meters.
The "Regulations on the Protection of Dianchi Lake in Yunnan Province" stipulate that the Dianchi first-level protection zone prohibits new, reconstruction, and expansion of buildings and structures; the second-level protection zone restricts the development and construction of ecological tourism, cultural and other construction projects, and prohibits the development and construction of other real estate projects .
In July 2018, the first round of central ecological environmental protection inspectors "looked back" pointed out that the "Regulations on the Protection of Dianchi Lake in Yunnan Province" did not clearly define the ecological tourism and cultural construction projects allowed to be built in the secondary protection zone, which led to some tourism real estate projects. In November 2018, the Standing Committee of the Yunnan Provincial People's Congress revised the "Regulations on the Protection of Dianchi Lake in Yunnan Province", stipulating that ecological tourism and cultural projects such as healthy elderly care, fitness and leisure can be built in the restricted construction area of the Dianchi secondary protection zone.
Nuoshida Group "borrowed the slope to go down the donkey", immediately under the guise of the health and elderly care industry, continued to build 437 villas in the second-level protection restricted construction area of Dianchi Lake, covering a total area of 1242 acres and a building area of 400,000 square meters.

Long-term protection of Dianchi Lake has no "rules" to follow
