Among them, 390 villas and 25 multi-storey and mid-high-rise buildings are planned to be built in the Dianchi Lake area.

At present, all planned projects have been implemented, and the ecological function of Changyao Mountain has been basically lost.

  In fact, the inspection team pointed out during the first round of central ecological and environmental protection inspections in July 2016 that the relevant projects built by the Nuo Shida Group invaded the Dianchi first-level protected area.

However, the Jinning District of Kunming City and Nuostar Group not only failed to learn their lessons, but intensified their efforts. They destroyed the ecological forest and built an asphalt road in the Dianchi first-level protection zone, and successively developed and constructed real estate projects in the restricted construction area of ​​the Dianchi second-level protection zone.   The "Regulations on the Protection of Dianchi Lake in Yunnan Province" stipulate that the Dianchi first-level protection zone prohibits new, reconstruction, and expansion of buildings and structures; the second-level protection zone restricts the development and construction of ecological tourism, cultural and other construction projects, and prohibits the development and construction of other real estate projects .

  In July 2018, the first round of central ecological environmental protection inspectors "looked back" pointed out that the "Regulations on the Protection of Dianchi Lake in Yunnan Province" did not clearly define the ecological tourism and cultural construction projects allowed to be built in the secondary protection zone, which led to some tourism real estate projects.
