The pilot project of farmland financial and insurance services has explored a new path for post-construction management and protection of high-standard farmland that conforms to market rules.
According to reports, various pilot projects in Guangdong have introduced the insurance benefit compensation mechanism to effectively resolve the hidden dangers of high and stable farmland production caused by project quality defects, and have achieved high-standard farmland management and maintenance after construction. Subjects, personnel, funds, standards, and assessments , which provides a strong institutional guarantee for the long-term and continuous benefit of high-standard farmland.
The first comprehensive insurance policy for high-standard farmland construction in Liannan County, Qingyuan City (hereinafter referred to as "High-standard Farmland IDI") has been issued recently, providing a set of "engineering quality + disaster damage loss" for Liannan high-standard farmland construction projects +Management and protection services" in one of the risk protection services.
The project underwrites the high-standard farmland renovation and upgrading project of the Liannan County Agriculture and Rural Bureau in 2021, with a total area of about 7,000 mu.
In addition to providing quality assurance + management protection, it also added property protection after the completion of the project, with an insurance amount of 13.76 million yuan.
This is the latest pilot project of high-standard farmland finance and insurance in Guangdong.
It is understood that the agreement on the "2021 Innovation Pilot Project of Post-construction Management and Financial Insurance Services for High-standard Farmland Construction Project in Huangpo Town, Wuchuan City, Zhanjiang City" was officially signed.
The total farmland area of the project is 4,700 mu, involving Pingze Village, Duande Village, Zhongshan Village, Tanglu Village and other village committees in Huangpo Town.
In addition, in January 2022, Jiangmen City's first high-standard farmland construction project quality latent defect liability insurance policy was issued, providing 5.53 million yuan of risk protection for the high-standard farmland construction project of Huicheng Street Agricultural Comprehensive Service Center in Xinhui District, Jiangmen. The guarantee period is 5 years, filling the insurance gap of Jiangmen City in the field of high-standard farmland construction.
In order to strengthen the post-construction management and protection of high-standard farmland in the province and effectively solve the problem of post-construction management and protection, the Guangdong Provincial Department of Agriculture and Rural Affairs actively explored and innovated, and in August 2021 issued the "Notice on Carrying out the Pilot Program of Financial and Insurance Innovation in High-standard Farmland Construction" , clearly incorporate high-standard farmland construction project quality and engineering facilities into the scope of financial insurance, encourage counties and districts to carry out comprehensive insurance pilot projects, and innovate and strengthen project quality and new models of management and protection.
