Potsdam (dpa / b) - Brandenburg's Economics Minister Jörg Steinbach (SPD) sees a further public display of documents for the Tesla factory in Grünheide near Berlin, which could delay the start, as unlikely.
"If one should come to the conclusion - and I say this very clearly in the subjunctive - that one should come to a quasi third overall interpretation under immission control law, that would take about three months," Steinbach said on Wednesday in the economic committee of the Brandenburg state parliament.
The car factory has not yet received an environmental permit, and Tesla builds at its own risk with early approvals.
Until the final approval, the matter lies in the hands of the State Environment Agency, said Steinbach.
It makes the decisions according to the federal pollution control law.
These permits must be prepared and developed in such a way that they are resistant to contestation.
"Quality has to take precedence over speed at this point," said the minister.

Steinbach did not make any statements about the start of production at the Tesla factory, the Ministry of Economic Affairs emphasized on request.
Responsibility lies with the State Environment Agency and the Tesla company itself.
In Grünheide, the production of electric cars is to start in July.
The production of up to 500,000 vehicles per year is planned.
Tesla boss Elon Musk also wants to build the world's largest battery factory on the site.
In industry circles there is talk of investments in the mid single-digit billion range - and that even without battery production.
