In response to changes in Taiwan’s epidemic situation, Taiwanese compatriots’ “convenient passage” pilot work in Fujian has been delayed

Xinhua News Agency, Fuzhou, May 8 (Reporter Xu Xueyi) The Fujian Provincial Leading Group for Response to the New Coronary Pneumonia Epidemic (Command) Comprehensive Coordination Group issued an announcement on the 8th to postpone the implementation of the pilot work of the "convenient passage" for Taiwanese compatriots to come to Fujian for quarantine.

The announcement stated that from April 30 to May 7, there were more than 10 newly confirmed cases in Taiwan.

According to the dynamic management requirements of the "Convenient Channel" pilot work plan, if more than 10 local confirmed cases occur on the island within 14 consecutive days, the "Convenient Channel" measures for the entire Taiwan area will be suspended.

The announcement stated that in view of the number of newly confirmed cases in Taiwan that have recently appeared, the conditions for carrying out the relevant pilot work at the original time are no longer available, and it is decided to make corresponding adjustments to the pilot work for the implementation of the "convenient passage" for Taiwan compatriots to come to Fujian for quarantine. It will be implemented in due course after the epidemic situation in Taiwan meets the requirements of dynamic management.

Earlier, Fujian announced on April 29 that it would implement a pilot program of "convenient channels" for quarantine of "2 days of concentrated medical observation + 19 days of closed-loop management" for Taiwan compatriots coming to Fujian to enter Fujian from May 10.

The person in charge of the relevant parties in Fujian stated that the pilot work was carried out based on the actual situation and needs of Fujian-Taiwan exchanges. Under the normal situation of epidemic prevention and control, it will further provide convenience for Taiwan compatriots in urgent need to come to Fujian for work and business exchanges, and promote Fujian. Taiwanese personnel exchanges and exchanges, serving the normal production and life of Fujian and Taiwan compatriots.

The relevant work plan has been carefully studied and scientifically evaluated by all relevant parties and is deemed necessary and feasible.

However, since Fujian Province issued the announcement of the "convenient passage" for Taiwanese compatriots to come to Fujian for quarantine, a cluster of infections by China Airlines pilots and a number of local confirmed cases have occurred in Taiwan.

The person in charge of the relevant party in Fujian stated that according to the current situation of the epidemic situation in Taiwan, the decision to postpone the implementation of the "convenient passage" measures for Taiwan compatriots to come to Fujian for quarantine is also implementing the relevant spirit and specific provisions of the pilot work plan.

To strictly prevent the import of the epidemic, all tasks must be serious, rigorous and scientific.

Fujian will pay close attention to the epidemic situation on the island and implement "convenient passage" measures in a timely manner as appropriate in accordance with relevant regulations.

Regarding the future implementation of the "convenient channel" pilot work for Taiwanese compatriots to come to Fujian for quarantine, how to do a good job in foreign defense import and strengthen the management of epidemic prevention after Taiwan compatriots enters the country, the person in charge of Fujian said that the implementation of the pilot work of "convenient channel" for Taiwan compatriots to come to Fujian for quarantine The general principles of the company are: epidemic prevention first, ensuring urgent needs, compacting responsibilities, and expressing convenience.

Fujian will adopt dynamic management and step-by-step implementation.

The epidemic prevention and control department formulated the "Guidelines for the Pilot Work of "Convenient Channel" Measures for Taiwanese Compatriots from Fujian Province to Come to Fujian for Quarantine", which will implement the "three links" of overseas remote prevention and control, port epidemic prevention, and destination supervision. The cell strictly implements the entire closed-loop management.

In terms of remote prevention and control abroad, for Taiwan compatriots who apply to come to Fujian, they must have no history of residence outside Taiwan or Macau for more than 28 days before entry, and a negative certificate of nucleic acid test and serum antibody test within 48 hours before entry. The Taiwan, Hong Kong and Macao Affairs Office and the Leading Group for Response to the Epidemic will strictly follow the work guidelines for approval.

For residents of Kinmen and Matsu who come to Fujian via the "mini three links" passenger transport, they must have no more than 28 days before entering the country, no history of residence outside of Matsu, and a negative nucleic acid test certificate within 7 days before entry, and they will be regarded as low risk in mainland China. The regional personnel entering (returning) to Fujian shall be managed.

With regard to epidemic prevention at ports, qualified Taiwanese compatriots will be transported to designated hotels in a closed loop after receiving port quarantine for 2 days of medical observation, and undergo a nucleic acid test and serum antibody test on the second day of isolation.

In terms of destination supervision, the closed-loop management of "accommodation place-unit" two points and one line is implemented, which is 19 days while observing and working.

Receive a nucleic acid test on the 7th, 14th, and 21st day of entry.

The "convenient passage" plan for Taiwan compatriots to come to Fujian for quarantine treats the people of Kinmen and Matsu as people entering (returning) to Fujian from low-risk areas on the mainland for management. How to avoid loopholes in epidemic prevention in the future?

In this regard, the person in charge of the relevant parties in Fujian stated that in the more than one year since the outbreak, there have been no local confirmed cases, suspected cases or asymptomatic infections reported in Kinmen and Matsu areas.

After evaluation by relevant departments, Kinmen and Matsu can be regarded as low-risk areas.

According to the requirements of the work guidelines, residents of Kinmen and Matsu must have lived in Kinmen and Matsu for more than 28 consecutive days before entering Fujian, and hold the "Taiwan Compatriots Personal Health Commitment" (provided that there is no travel history outside of Kinmen or Matsu 28 days before entry) Materials), the valid certificate of negative nucleic acid test within 7 days before entry and the valid identity certificate of Taiwan compatriots issued by medical institutions in Jinma region, etc., and the health code (green code) for people entering Fujian from outside Fujian Province or the health information code for China's epidemic prevention ( Entry version) entry, which meets the requirements of scientific and rigorous epidemic prevention, is not an unconditional exemption from quarantine.
