“They did not take measures to process this behavior and put a person under administrative supervision, which led to the formation of an opinion of lack of control and became one of the reasons for him to commit ... especially grave crimes against a child,” the department noted.
At the same time, the girl’s mother also abused alcohol and was repeatedly brought to administrative responsibility by the juvenile commission, but the large family was not put on preventive records.
