At a job fair held in Ningxia Workers’ Cultural Palace, job seekers watched job postings.

Xinhua News Agency

Xiao Yang, 27, graduated with a master's degree in 2019. This year, he passed the entrance examination of a certain institution in Beijing and became an urban white-collar worker with a stable job.

Before that, she worked in a well-known English training institution and was a young English teacher.

After the transformation of the organization, she changed her job smoothly. In her opinion, "this is a necessary process, but the steps are advanced."

Zhao Lin, 22, resigned from a training institution in October this year and is currently a salesperson for an Internet company.

For her, “the process of finding a job is a bit difficult”.

Because before that, Zhao Lin served as a "class teacher" in a training institution, mainly responsible for liaising with parents, tracking children's learning progress, handling daily exam registration, and coordinating promotion.

"This time not only changed posts, but also changed professions. Fortunately, the results are quite satisfactory." Zhao Lin said.

The employment season "Golden Nine Silver Ten" is the "golden time" for fresh graduates to find a job.

What is different from previous years is that there are many teachers, technicians, administrative staff, salesmen, etc. who are looking for jobs together with graduates this year.

Most of them have a high education background and are an important force in society.

Relevant departments in Beijing found out through the data of social security participation fees that more than 90% of the employees of the off-campus training institutions in Beijing's territories are under the age of 35, and more than 80% have a bachelor's degree or above.

Is their path to reemployment smooth?

What kind of support do they want?

Regarding these issues, the reporter interviewed some transfer personnel and related experts from training institutions.

1. How many people are facing transfer

The issuance of the "double reduction" policy is like a heavy hammer hitting the "bubble" education and training industry, especially the primary and middle school training institutions.

As the "bubble" continues to overflow, downsizing has become a price that the off-campus training industry has to pay.

Xiao Yang still remembers the day when he graduated from a bachelor's degree and just entered a children's English institution.

"It was the summer vacation of 2017. It is not an exaggeration for the training institution to describe it as'Rise in the sky'. The front desk has a lot of inquiries. In the first week after entering the job, I received 6 classes of English classes all at once. 8 o'clock in the morning. When I arrive on duty, I haven't left work before 8:30 in the evening. Sometimes when students make up lessons or answer questions, they have to go home until 10 o'clock. But the income is very considerable, ranging from 15,000 to 20,000 yuan a month. "

At that time, the education and training industry was constantly financing, expanding, and advancing by leaps and bounds.

Advertisements are pervasive. Admissions information is everywhere in shopping mall flyers, mobile phone pushes, and naming of popular programs.

Therefore, this industry quickly gathered a group of talents.

The person in charge of a well-known online training institution once said in an interview: "The most important thing we currently lack is cash flow and talent." But today, when the "bubble" is squeezed out, when the industry returns to normal At that time, how many talents are facing a job change?

Dong Shengzu, director of the Institute of Lifelong Education, Shanghai Academy of Educational Sciences, cited two sets of data to analyze this issue.

One group is the official data released by the national education administrative department after a nationwide investigation at the end of 2018. There are a total of 401,000 training institutions of various types; the other group is the "Operation of China's Off-campus Training Industry in 2019-2025" published by Zhiyan Consulting According to the relevant data in the "Report on Situation and Future Development Trends", the total number of various training institutions is more than 1 million.

It is estimated that in all these institutions, more than 60% of the business is concentrated or focused on compulsory education subject training.

"Regardless of whether these large-scale training institutions are compliant and legal, in terms of employment positions alone, if each institution is estimated on the basis of an average of 8 to 10 people, then the employment positions provided by compulsory education discipline training institutions The total is about 5 million to 6 million." Dong Shengzu said.

According to further analysis, according to the “double reduction” opinion, in the future, subject-based off-campus training institutions in the compulsory education phase shall not occupy national statutory holidays, rest days, and winter and summer vacations to organize subject-based training, plus all full-time compulsory education The “5+2” school after-school service will be fully launched, so the time available for institutions to carry out subject training activities will be greatly reduced.

Dong Shengzu predicts that training institutions only have less than one-third of the teaching period before the implementation of the "double reduction" policy.

"This means that in the future, about two-thirds of the subject training institutions will face the situation of shutting down and transferring. Correspondingly, after deducting some part-time and flexible employment personnel, there may be 3 million to 400 Ten thousand people need to transfer from their existing positions to re-employment or re-development." Dong Shengzu said, "This is indeed not an easy task."

2. The biggest gap comes from wage income

Where is the most difficult part of the transfer of personnel from training institutions?

"Positions do not match." Zhao Lin said frankly, "The resumes accumulated in the past have to be restarted overnight. The position of'class teacher' is neither a teaching post nor a pure administrative post. It is difficult to locate. We mainly focus on interpersonal communication. We have advantages in solving problems, such as secretarial work, business negotiation work and sales work. Most of us are competent and look forward to more precise employment assistance."

Xiao Yang feels the same way. She believes that the professional development of many teachers is not necessarily limited to teaching posts.

“As far as English teachers are concerned, they have a good foundation in spoken English, and most of them have qualifications for simultaneous interpretation. They are fully qualified for translation work and English proofreading work. Some language teachers have a high level of writing and can take up cultural and creative work."

For teachers of training institutions, where are the biggest challenges and where psychological adjustments are most needed?

Xiao Yang and Zhao Lin both talked about the "psychological gap."

This gap comes from two aspects, one is uncertainty about the future, and the other is "differences in wages."

"Before the industry was full of'bubbles', but for people in the industry, we saw more opportunities. Now that the industry is undergoing turbulence and transformation, psychologically, we will feel very uneasy. At the same time, there is a gap in wages. "Xiao Yang told reporters.

A staff member of the China Private Education Association told reporters: “In fact, the staff of training institutions are still very popular, especially in private primary and secondary schools. At present, the direction of their transfer is roughly in these categories: technical personnel enter the Internet industry; Marketing personnel are engaged in the service industry; some of the teachers have been admitted to public schools for teaching positions, some have entered private primary and secondary schools, and some are currently planning to take a break and then further their studies. However, senior teachers among them have an annual salary of about 300,000 to 500,000. Now the salary of the job is shrinking, so there are still people who enter the industry of'tutors' privately to continue tutoring. These gray areas still need to be further strengthened. We will further strengthen training."

3. "Solve practical problems first, then consider career development"

In spite of various difficulties, since the introduction of the "double reduction" policy, the state has formulated corresponding support policies to cope with the tide of job transfers that may be faced.

The relevant person in charge of the Department of Out-of-school Education and Training Supervision Department of the Ministry of Education combed the recent relevant policies from all over to reporters.

Beijing has reserved sufficient job resources for the staff of training institutions that need to be transferred to another job. It has clarified the directions for the four major job reserves of teaching assistants, technical support, operational functions, and marketing and sales, and targeted strengthening of typical positions. For the reserve work, special job fairs were also held for relevant personnel who need to change jobs and careers, and the "Special Service Season for Talents in the Education and Training Industry" was launched that lasted 3 months or even half a year.

Beijing Municipal Human Resources and Social Security Bureau spokesperson Lu Xiaobo revealed that with the continuous advancement of Beijing's education "double reduction" work, Beijing will also dynamically monitor the employment risks of subject-based off-campus training head institutions, and dock institutions to provide employment services early.

Relevant departments will take the initiative to connect with off-campus training institutions for key disciplines, conduct a survey of employment conditions, organize targeted employment service guarantees, and accurately push policies and service information.

Hainan Province solves the problem of transferring and re-employing employees of education and training institutions from three aspects.

The first is to implement classified policies and provide precise assistance. Aiming at the specific subject knowledge background of the education and training industry, especially the subject teaching and research personnel, taking the opportunity of special activities such as recruitment of talents in the Hainan Free Trade Port as an opportunity, the private enterprise recruitment month and the golden autumn recruitment have been carried out. Special activities such as monthly and employment assistance week provide information on posts such as grassroots teacher posts, special post teacher posts, teaching Chinese as a foreign language, and corporate internal training lecturers, and encourage participation in selection examinations.

The second is to support the smooth transition of personnel in the education and training industry, strengthen transfer skills training for other persons who are willing to find employment, improve their skills, and enhance their employability; guide other retrenched personnel to register for unemployment, which is temporarily unable to meet the conditions for insurance Those who are employed shall be paid unemployment insurance benefits in accordance with regulations.

The third is to mediate and arbitrate labor disputes in a timely manner to prevent and resolve employment risks.

Improve the plan for handling major collective labor and personnel disputes, take the initiative to carry out preventive mediation work, and resolve labor relationship conflicts and disputes in a timely manner.

Guangdong Province has strengthened job reserves, and actively organized recruitment matchmaking activities, job recommendation and other work. The Guangzhou Human Resources and Social Security Department organized a series of special recruitment fairs for off-campus training teachers. At present, only Guangzhou public human resource service agencies at all levels have reserved positions. 32,100.

Wuxing District, Huzhou City, Zhejiang Province, adopts the method of “recruiting teachers by breaking the wall” and launching the “special recruitment” of primary and secondary school teachers for employees of off-campus subject training institutions in 2021, and setting up 20 teacher recruitment positions (5 junior high school teachers and elementary school teachers) 15) to provide cross-employment "through train" for teachers in interested institutions.

It can be said that the intensity of the policy is constantly increasing.

At the same time, the staff of the aforementioned private education association told reporters that the industry association also has comprehensive services and precise docking for the transfer of staff from training institutions.

“In addition to the direct delivery of jobs by the government, we provide pre-job training, legal assistance, and policy coordination for staff of training institutions. We also contacted online recruitment agencies to open green channels for these personnel, and provide free registration for free. At the same time, we provide services for some Teachers from private universities, private primary and secondary schools, and training institutions do a good job of matching their positions. Some training institutions’ teachers have been transferred to private schools as a result, and some teachers have chosen to take root as teachers at the grassroots level. In some of the larger training institutions, the successful transfer rate has reached 87%. It can be said that as long as they are willing to find a job, there is nothing they can't find."

Regarding whether they will face "breaking of insurance" and whether they will face labor disputes, the staff member said that according to the relevant policies and regulations of the Ministry of Human Resources and Social Security, companies are not allowed to "break insurance" in advance. The system will warn in advance, and the staff will intervene in advance.

At the same time, on issues that may cause labor disputes, industry associations need to issue relevant recommendations in advance for judicial reference, and the association will issue recommendations from a fair standpoint to protect the staff of training institutions.

"In short, I hope that the staff of training institutions can adjust their mentality, find employment before choosing a career, solve practical problems first, and then consider career development. There is a broad world and a lot of things to do." The staff member finally said.
