The National Development and Reform Commission held a regular press conference on the 16th.

At the meeting, a reporter asked: What is the current food supply and reserve situation?

How to ensure a safe and stable supply of food in my country?

Meng Wei responded that with regard to food supply and reserves, in terms of food production, the overall situation is positive.

This year, my country’s summer grain output was 291.6 billion jin, an increase of 5.93 billion jin, of which the output of early rice was 56 billion jin, an increase of 1.45 billion jin.

From the perspective of autumn grain production, although Henan, Shanxi, Shaanxi and other places have been affected by severe floods and droughts, autumn grain production has decreased, but most of the other main grain producing areas have achieved increased production, especially in the Northeast. The autumn grain harvest has been a foregone conclusion.

National grain output will stabilize at more than 1.3 trillion catties for seven consecutive years, laying a solid foundation for domestic grain supply.

From the perspective of food reserve supply, the total amount is sufficient.

The scale of government reserves has increased steadily, and the structure and layout have been continuously optimized; corporate commodity inventories have increased significantly, and both wheat and rice commodity inventories have increased by more than 50% year-on-year. The ability to prevent risks has effectively increased; 36 large and medium-sized cities in the main urban areas and markets are subject to volatility The local finished grain and oil reserves in the region have reached market supply for 15 days or more.

Meng Wei pointed out that in order to ensure a safe and stable supply of food, in the next step, the National Development and Reform Commission will work with the Grain and Material Reserve Bureau and other relevant departments to further improve the grain production, purchase, storage and sales system, and focus on four aspects.

One is to focus on improving the overall grain production capacity.

Strengthen the protection of arable land, especially permanent basic farmland, implement a new round of high-standard farmland construction plans, implement the national black soil protection project and modern seed industry upgrading project, and lay a solid foundation for food production.

The second is to improve the food support and protection policy system.

Improve the grain production support policy and the benefit compensation mechanism for the main producing areas, and increase the incentives to make farmers earn money from growing grain, and let the main producing areas pay more attention to the grain without losing money.

Adhere to and improve the minimum purchase price policy for rice and wheat, continue to provide subsidies to farmers who grow grain, and expand the scope of pilot programs for complete cost insurance and income insurance for food crops.

The third is to improve the ability to regulate and control grain reserves.

Persist in implementing policies based on varieties and regions, flexibly arrange policy-based grain releases, and take targeted measures to strengthen regulation in a timely manner.

Guide the central and local reserve enterprises at all levels to grasp the rotation rhythm, and effectively play the role of reserve throughput adjustment.

The fourth is to carry out international cooperation in important agricultural products.

Promote the diversification of import sources, improve the supply of imported goods, and promote the optimization of domestic market supply.
