In order to deepen the understanding of the country and the foundation of Hong Kong's constitutional system from all walks of life in Hong Kong, the Hong Kong Special Administrative Region Government and the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (Hong Kong Liaison Office) co-organized an online seminar on the theme of "Constitution and'One Country, Two Systems'" , To discuss the relationship between the constitution and "one country, two systems" and how to implement the "one country, two systems" in Hong Kong under the constitutional framework.

  On November 1, 2014, the Standing Committee of the Twelfth National People's Congress decided to establish December 4 as the National Constitution Day and carry out various forms of constitutional publicity and education activities.

This year is the fifth year that Hong Kong has hosted the National Constitution Day symposium. Apart from watching live TV, Hong Kong citizens can also watch the contents of the symposium on the website of the SAR government.

  The Chief Executive of the Hong Kong Special Administrative Region Carrie Lam said at the forum that Hong Kong's continued prosperity and stability after its return to the motherland depends on the successful implementation of the unique "One Country, Two Systems" policy.

While commemorating the 25th anniversary of the establishment of the Hong Kong Special Administrative Region next year and celebrating the successful practice of "One Country, Two Systems", we must also deepen the correct understanding of the Constitution and Hong Kong Basic Law among all sectors of society, especially the younger generation, and make every effort to maintain Hong Kong's constitutional order under "One Country, Two Systems."

  In a speech, Luo Huining, director of the Liaison Office of the Hong Kong Central Committee, said that the symposium focused on "the constitution and'one country, two systems'" to conduct discussions. "One country, two systems" is of great significance for stability and long-term development.

He pointed out that the Constitution establishes the foundation of the system of "one country, two systems", guarantees the steady and long-term practice of "one country, two systems", and leads the cause of "one country, two systems" to advance with the times. The principles are fully and effectively implemented, and Hong Kong will achieve good governance and good governance.

  Zhang Yong, deputy director of the Legislative Affairs Committee of the Standing Committee of the National People's Congress and deputy director of the Hong Kong Basic Law Committee, delivered a keynote speech at the symposium.

He pointed out that in the new historical period, upholding and perfecting the system of "one country, two systems" is becoming the proposition of the new era.

The connotation of this proposition is to fully and accurately implement the principle of "one country, two systems", to continuously improve the legal system for the central government to exercise full control over the special administrative region, to continuously improve the system and mechanism related to the implementation of the constitution and the basic law of the special administrative region, and to maintain the special administrative region with the system system.   Fan Xu Litai, Chairman of the Council of Hong Kong Regent Education Center, Lei Dingming, adjunct professor of the Department of Economics of Hong Kong University of Science and Technology, and Liu Peiqiong, former representative of the National People's Congress of the Hong Kong District, attended the final dialogue session.
