  The "Notice" clearly optimizes the second-hand housing transaction policy.

For those who purchase second-hand housing within the scope of purchase restrictions in Hangzhou, the original stipulation that “the households with registered permanent residence in Hangzhou for less than 5 years have been paid within the scope of purchase restrictions in this city for 24 consecutive months” will be cancelled. ; For non-Hangzhou registered households, the original requirement of “payment of urban social security or personal income tax for 48 consecutive months within the scope of the purchase limit in this city” has been adjusted to “one year before the date of purchase. Continue to pay urban social security or personal income tax for 12 months within the scope of purchase restrictions in this city.”

  The "Notice" clarifies and further improves the tax adjustment policy.

Within the scope of Hangzhou's purchase restriction, if an individual transfers the only house of a family, the VAT collection and exemption period will be adjusted from 5 years to 2 years.

For individuals who transfer non-family housing, the VAT collection and exemption period is still 5 years.

  The "Notice" makes it clear that it will better meet the housing needs of three-child families.

First, for eligible three-child families, the number of housing units that are restricted to purchase within Hangzhou’s purchase limit is increased by one; second, when eligible three-child families sign up for the public lottery sales of new commercial housing, they can refer to the priority lottery for “houseless families” .

  According to reports, "eligible three-child families" were verified by the Hangzhou Municipal Health Commission in accordance with relevant regulations, relying on the big data platform, combined with family birth registration, birth information, adoption information, etc.

When going through the house purchase procedures, the buyer does not need to submit a written certificate of "eligible three-child family", but only needs to authorize the relevant unit to inquire about the relevant birth information registered with the health department.

The verification results will be notified in a timely manner through relevant system platforms or text messages.

If the purchaser has doubts about the results of the automatic data verification, he can further report to the local health and health bureau for further verification within a specified time.
