His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, directed to transform Dubai into a bike-friendly city, by working to develop laws and the legislative system, and to apply the best international practices in developing the infrastructure, to suit the use of this safe sporting method. The announcement comes in line with the objectives of Dubai Vision 2021, which aims to enhance Dubai's position as a preferred place to live and work, the preferred destination for visitors, and the safest, and to fulfill the Dubai Traffic Strategy 2021 to reduce the death rate resulting from traffic accidents, and in line with the UAE Energy Strategy 2050 aimed at reducing carbon emissions by 16% by 2021, and transforming Dubai into the city with the lowest carbon footprint in the world.
The announcement came during the activities of the innovation lab "bicycles is a lifestyle", which was organized by the Dubai Police General Command in "Cycle Hub", Jumeirah Dubai, in cooperation with its strategic partners in the Executive Council of the Government of Dubai, the Dubai Public Prosecution, the Supreme Committee for Legislation, the Roads and Transport Authority, and the Council Dubai Sports, the Department of Economic Development, the Emirates Cycling Federation, the Dubai Municipality, the Federal Insurance Authority, as well as the organizers of bike events and real estate development partners in relation to bike lanes, with the participation of the Board of Directors of Dubai Police Centers, the Dubai Corporation for Ambulance Services, and bike suppliers.
Lab opening and recommendations
The participants in the innovation laboratory, which was inaugurated by the Commander in Chief of Dubai Police, Lieutenant General Abdullah Khalifa Al-Marri, recommended the presence of Sheikh Marwan bin Muhammad bin Hasher Al Maktoum, the Secretary-General of the Dubai Sports Council, Saeed Hareb, the Head of Traffic Prosecution in Dubai, Counselor Salah Boufrouche, and a number of Officers and specialists from strategic partners, by forming a working team from the Roads and Transport Authority in Dubai, the Dubai Police, the Dubai Sports Council, and the Supreme Committee for Legislation to create the general climate to make Dubai cycling-friendly, by completing the infrastructure, and strengthening the legislative system and community culture.
They also recommended promoting joint work between all concerned partners, as part of a time and strategic plan to develop the infrastructure for the use of bicycles in accordance with international standards, develop facilities dedicated to them, and reduce congestion, as well as work to promote the culture of using bicycles and provide them for both sexes, in addition to working to strengthen indicators Safety, changing the mental image of using bicycles, using cargo bicycles, as well as implementing relevant standards and policies, planning for bicycle use areas, and promoting a culture of bike rental.
Participants called for the need to prepare a guide to educate bikers about safety guidelines, implement educational awareness campaigns, and obligate driving education institutes to train applicants for a license to give priority to bicycles, in addition to studying the possibility of bicycle insurance, and engaging the community in promoting local activities for bicycles, and educating people. And, urge the continued support of community leaders.
They recommended the necessity of legislative integration between the Federal Traffic and Traffic Law, local administrative decisions regarding the use of bicycles, the compatibility of the infrastructure for the use of bicycles with the legislation in force in this regard, and ensuring the provision of the opportunity to use bicycles safely and securely in all regions of the Emirate of Dubai.

After the opening of the main session of the laboratory activities, Lieutenant General Al-Marri said: “His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, is the greatest inspiration and encouragement for us in moving towards the use of bicycles and turning them into a way of life, as we saw His Highness He has been cycling a few days ago in the Emirate of Dubai. During the laboratory activities, James Tom, Director of the "Copenhagen" company for applying the latest standards for developing cities to become friendly to bicycle use, thanked His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, for his wise vision and his directive that Dubai become a friendly city for bicycles, praising With the efforts of the Dubai government to continuously work to promote a culture of bicycle use.
James Tom, through a video clip that was shown during the laboratory, explained the three criteria for city development, namely: city design and planning, encouraging people to communicate, by using bicycles instead of vehicles, and launching educational awareness initiatives, reviewing at the same time the standards applied in "Copenhagen Index for the Best Bicycle Friendly Countries", which compares more than 140 bicycle friendly cities around the world that apply safety requirements.
