Guizhou will do a good job in increasing employment income for the people who are in poverty alleviation and relocation in the three aspects of consolidating the output of labor services, broadening employment channels, and strengthening support for employment income increase policies.

  The reporter learned the above news from the Guizhou Provincial Government Office on the 6th. The General Office of the Guizhou Provincial Government has recently issued guidelines on further strengthening the job-increasing income of the relocated people for poverty alleviation and relocation, and put forward 17 measures to promote the job-increasing income of the relocated people.

  Guizhou is China's main battlefield for poverty alleviation. At the end of 2014, Guizhou Province had 6.23 million poor people, accounting for 8.9% of China's poor population, ranking first in China. In December 2015, Guizhou took the poverty alleviation and relocation of poverty-stricken areas as a "head-of-the-money" poverty alleviation, and carried out an unprecedented scale of poverty alleviation and relocation work in Guizhou's history for the poor people who lived in a place where "one side can not support one person". Guizhou Province plans to implement 1.88 million people for poverty alleviation and relocation, of which 1.5 million people are in poverty, accounting for 15% of China's relocation plan; 10090 poverty-stricken natural villages are relocated as a whole.

  Guizhou is a major labor service exporting province in China. During the Spring Festival of 2020, Guizhou Province ’s rural labor force returned to rural areas reached 2.518 million, of which 1.99 million returned from other provinces. According to official data, as of the end of February, all migrant workers in Guizhou Province, including relocating poverty alleviation and relocation, have returned to work. Guizhou has strengthened the organization of labor services, tracked services, and guaranteed rights and interests to consolidate the results of labor services and ensure the basic rights and interests of people who relocate to work.

  Guizhou keeps track of the situation of migrant workers moving out on a monthly basis, clearly supports those responsible, and enters employment information into the Guizhou labor training and employment information system in a timely manner; unblocks channels for justice, arbitration, and rights protection, and effectively safeguards the legitimate rights and interests of migrant workers who move out.   In terms of employment income support, Guizhou has been strengthened in seven areas, including migrant workers and nearby employment support policies, training support policies, and incentives for market operators, so as to promote stable employment and income growth for relocated people.

  Guizhou encourages qualified places to adopt various methods to reward labor export agencies that have made a significant contribution to labor export, and give relocated people a one-time job search entrepreneurship subsidy, employment poverty alleviation assistance subsidy, and skills training subsidy. For market operators, Guizhou will also give Incentives and preferential policies include one-time employment subsidies, social insurance subsidies, and fund awards.

  Guizhou also encourages various financial institutions to innovate financial products according to their own positioning and business scope, provide convenient financial services, support the follow-up industrial development of the relocation and resettlement areas, and relocate the people ’s production and life; Financial institutions will increase their credit investment in the follow-up industries in the resettlement area; give preferential policies for the absorption of relocated people's enterprises or market entities, as well as the relocation people's personal entrepreneurship financing.
