The decision was announced and implemented on the same day.
The revised regulations make it clear that Guangdong Province promotes marriage and childbirth of the right age, prenatal and postnatal care, and implements a policy that a couple can have three children.
A remarried couple can have three children after remarrying.
In terms of strengthening supporting measures to support childbirth, the revised regulations provide for the addition of parental leave.
If the child is born in compliance with laws and regulations, the parents shall each enjoy 10 days of parental leave each year within the three-year-old of the child.
The sharing of holiday labor costs shall be implemented in accordance with the relevant regulations of the state and Guangdong Province.
At the same time, the revised regulations clarify that the government adopts support measures such as finance, taxation, insurance, education, housing, and employment to reduce the burden of family birth, nurturing, and education.
Clearly give proper care to families with minor children when renting public rental housing.
Encourage employers and employees to negotiate in accordance with the law to determine flexible vacations and flexible working methods that are conducive to caring for infants and young children.
In addition, the revised regulations propose to promote the establishment of an inclusive childcare service system, and clarify the requirements for the planning and construction of infant activity venues and service facilities.
The revised regulations also clarify that the legal rights and interests of family planning families before the implementation of the comprehensive two-child policy are guaranteed, and parental care leave for only children is added.
During the period when the state advocates that a couple have one child, the couple who voluntarily give birth to only one child for life in the province with household registration, the employer shall give their children five days of nursing leave each year; if they are hospitalized, they should be given care leave for their children. The accumulated nursing leave is no more than 15 days per year.
The reporter noticed that Guangdong’s revision of the family planning regulations this time removed the restrictive measures that were not compatible with the three-child policy, including the deletion of non-family planning violations, the implementation of family planning based on contraception, super birth, and the implementation of the unit’s legal representative responsibility system.
