“The software development industry is a highly intelligent industry with a high entry threshold, creating technically complex products that take years to develop, and in the event of bankruptcy of companies, their recovery will be extremely difficult or impossible,” the letter said.

As measures to support the industry, the authors of the appeal proposed subsidizing state demand for Russian IT products, as well as providing installment payments of insurance contributions to the wage fund and personal income tax for companies manufacturing IT products.

Earlier, Prime Minister Mikhail Mishustin said that the nationwide economic recovery plan for Russia is divided into three stages. It is noted that before the end of the third quarter of this year it is necessary to stabilize the situation.

At the second stage, it is important to complete the process of economic recovery, reduce unemployment, and ensure the growth of citizens' incomes to a level that will be comparable to last year. At the third, final stage, it is planned to enter the trajectory of sustainable long-term economic growth.

Russian President Vladimir Putin during a working meeting via video link with Prime Minister Mikhail Mishustin said that the implementation of the economic recovery plan should begin in July.
