France: the Climate bill put to the test of the Assembly

At the end of weeks of passionate but choppy debates, the National Assembly must adopt the Climate bill on Tuesday, May 4, 2021.

Three weeks of debates, 200 hours of discussions and more than 1,000 amendments, the debate on the Climate Bill ends in the National Assembly on Tuesday with a “solemn vote” before going to the Senate.

The Climate Law is the result of proposals from the 150 citizens of the

Citizen's Climate Convention

(CCC).

The objective is to reduce our greenhouse gas emissions by 40% by 2030, in all social justice.

It is therefore a very diverse law, because it affects five vast areas of French society: consuming, producing and working, moving, housing and eating.

Among the much discussed articles, advertising for fossil fuels, which will be banned, but not advertising for machines that consume them.

In terms of air transport, no change, only domestic

flights of less than 2:30

, excluding connections, will be deleted, which represents, according to the Climate Action network, less than 3% of French traffic.

To fight against particle pollution, the law provides for the creation of low emission zones in cities with more than 150,000 inhabitants, by 2024, from which the most polluting cars will be gradually banned.

On housing, the owners of energy strainers will have until 2034 to renovate or they will no longer be able to rent;

and renovation aid systems will be put in place.

Finally, the construction of shopping centers of more than 10,000 m² will be prohibited unless there is a demonstrated need;

but this does not include e-commerce warehouses.

, the Climate Bill will not make it possible to achieve the objective of reducing emissions by 40% in 2030, and even less that of minus 55%, voted by the European Commission on April 21.
