Germany will authorize reinforced containment measures at local level to face the risk of a second wave of new coronavirus, according to a draft agreement between the government and regional states which is to be finalized on Thursday.
The German authorities thus want to introduce "exit bans" in limited geographic areas for residents who would be reconfigured after the appearance of an outbreak of Covid-19, according to this project.
Not whole cantons, but more restricted areas
These exit bans allowed locally at the very interior of German territory are a novelty in the arsenal used so far in the country, which until then had a very flexible definition of confinements based largely on self-discipline and good will.

The measure will not however concern entire cantons, as was envisaged for a time, but more limited perimeters. "Restrictions on unnecessary mobility in these particularly affected areas" will be applied "in the direction of entry and exit" of the areas concerned to limit the spread of the virus, according to this text prepared by the federal and regional health ministers .
The German army to the rescue
The head of the Chancellery, Helge Braun, said that the German army would be called upon during local confinements which will be set up "faster, in a more restricted space, and more precisely". The soldiers of the Bundeswehr will for example be used to test the population confined to a given place, according to remarks made on the public channel ZDF. This will allow, he assured, to limit these confinements to a duration of only a few days.
Relatively spared by the pandemic so far, Germany is worried about a second wave of viruses which could notably appear thanks to the return of holidays from the Germans, in particular from Majorca, where images of people partying and drinking without respecting the necessary precautionary measures shocked the last weekend.
