  Zheng Xinli, former deputy director of the Policy Research Office of the CPC Central Committee and deputy director of the Economic Committee of the 11th CPPCC National Committee, pointed out that the state-owned economy occupies an important position in the economic development of the Northeast region, and the development of the Northeast region largely depends on the development of state-owned enterprises.

In recent years, the economic growth rate of the Northeast region has slowed down, and the reasons should be found in the reform of state-owned enterprises.

To deepen the reform of state-owned enterprises in the Northeast in the new era, we should focus on the following aspects: first, state-owned assets supervision should shift from managing enterprises to capital management; second, actively developing a mixed-ownership economy; third, actively implementing employee stock ownership plans; Fourth, we must always uphold the party's leadership over state-owned enterprises.

It is necessary to enhance the influence and control of state-owned enterprises in the economy, highlight the labor contribution in the initial distribution, increase the transfer payment in the redistribution, and achieve the goal of common prosperity by further expanding, strengthening and improving state-owned enterprises, and embodying socialism The essential characteristics of the public ownership economy shared by all people.

  It is reported that the "China State-owned Economic Development Forum" was founded in 2001 by the China State-owned Economic Research Center of Jilin University, a key research base for humanities and social sciences of the Ministry of Education, in the Great Hall of the People.
