Government assistance includes both cash transfers and in-kind assistance such as fuel, clothing and food.

Citizens of several categories can apply for such assistance.

“Poor families, low-income citizens living alone and other categories who, for reasons beyond their control, have an average per capita income below the subsistence level established in the corresponding subject of Russia,” the expert noted.

In addition, according to Starozhiltseva, there is a social contract for vulnerable categories of citizens.
