China News Service, May 16. Yuan Yi, deputy director of the Monitoring and Disaster Mitigation Department of the Emergency Management Department, said on the 16th that he will do all he can to prevent and respond to disasters.

At the regular press conference of the Emergency Management Department in May 2022 held on the afternoon of the 16th, Yuan Yi briefed on the natural disaster risk situation in my country during the flood season this year, and the preparations for the prevention and response work.

Yuan Yi said that after the National Disaster Reduction Committee Office, the Emergency Management Department and relevant departments and units discussed and judged, the climate conditions in my country during this year's flood season (May-September) are generally average to deviations, and the national natural disaster risk situation is severe and complex.

Among them, the rivers and rivers in the north have heavy flood conditions, strong convective weather may occur frequently, and the risk of floods and hail disasters is high; the number of typhoons landing in my country throughout the year is close to normal to more than normal, and the intensity is generally weak, and there may be typhoons heading north to affect my country; northwest and south Regional geological disasters are likely to recur frequently; the risk of forest fires is high in the northeast, central China and southwest regions; summer droughts may occur in east China, central China and Xinjiang.

Considering the situation of extreme weather disasters superimposed on epidemic prevention and control, this year's flood season disaster prevention, mitigation and relief work faces many new situations and new challenges.

Yuan Yi pointed out that the Emergency Management Department adheres to the people first and life first, establishes a bottom-line thinking, is based on the prevention of major floods, rescues major dangers, and rescues major disasters, and makes every effort to do a good job in disaster prevention and mitigation.

The first is to strengthen and improve the system and mechanism, and promote the responsibility to the post to the person.

Based on grasping early and solid results, a number of guiding documents have been formulated and issued around preparing for flood control work, strengthening grass-roots prevention and response to extreme rainstorms, and improving emergency plans for severe convective weather.

Several video scheduling meetings have been held to guide relevant departments and regions to improve the linkage working mechanism, implement early warning and response action measures, and effectively prevent and respond to disaster risks such as earthquakes and heavy rainfall.

Deploy and carry out flood control inspections, notify the list of administrative responsible persons for flood control and drought relief earlier than in previous years, promote local implementation of responsibilities, revise plans, comprehensively investigate and rectify hidden dangers, and prepare for various responses.

The second is to strengthen disaster consultation, research and judgment, and do a good job in linking early warning and response actions.

Pay close attention to changes in disaster risk trends, organize meteorology, water conservancy, natural resources, forestry and grass and other departments to conduct monthly discussions on comprehensive disaster risk situations, publish comprehensive disaster risk situations, and promptly issue disaster risk early warning and response prompts for high-risk areas.

Guide local emergency departments to strengthen communication and docking with relevant departments, strengthen monitoring and early warning information sharing, improve the joint consultation and judgment mechanism, and enhance the foresight and pertinence of work.

The third is to strengthen emergency response and quickly organize risk-avoidance transfers.

Strictly implement the 24-hour on-duty system, maintain an emergency state at all times, ensure that emergency response is activated as soon as possible after a sudden disaster occurs, and resources are deployed as required, and guidance and support are given to disaster-stricken areas.

Draw lessons from the handling of the "7.20" heavy rain disaster in Zhengzhou, Henan Province, deploy and promote the improvement of the emergency command system in relevant regions, strengthen the education and training of new leading cadres, and supervise and guide key areas such as urban subways and other major facilities and areas prone to mountain torrents and geological disasters Formulate targeted plans such as evacuation, transfer and shutdown, and take all-in-one measures to deal with the possibility.

The fourth is to strengthen and improve emergency plans and make preparations for rescue and disaster relief.

Promote the revision and improvement of emergency plans for flood control and drought relief, geological disasters, forest and grassland fires, etc., and promptly replenish flood control and rescue and rescue and disaster relief materials.

Optimized and improved the layout of the national comprehensive fire rescue team, equipped with a batch of advanced and applicable equipment, and further improved the working mechanism of coordination and linkage with the military and related professional rescue teams. On May 11, in Zhangye City, Gansu Province, earthquake relief and disaster relief in plateau and alpine regions were held. The exercise, code-named "Emergency Mission 2022", further tested the team's actual combat capability.

Fifth, strengthen basic capacity building and improve engineering fortification standards.

The construction of key natural disaster prevention and control projects deployed by the Central Finance and Economics Commission has achieved remarkable results. The national comprehensive disaster risk census has been completed.

The State Council issued the "14th Five-Year Plan" national emergency response system plan, the "14th Five-Year Plan" national comprehensive disaster prevention and mitigation plan was completed, and a new batch of disaster prevention, mitigation and relief projects will be launched soon.

Continue to strengthen the construction of grass-roots emergency response capacity, and promote the "five progress" of disaster prevention and mitigation publicity and education activities, and the whole society's awareness of disaster prevention and mitigation and self-rescue ability have been continuously improved.
