Prime Minister Elisabeth Borne will deliver her general policy speech on Wednesday.

A long-awaited meeting, in particular to observe his ability to address and try to convince a National Assembly where the presidential party does not have an absolute majority.

Internally, everyone makes it clear that their only boss is Emmanuel Macron and not Elisabeth Borne.

Elisabeth Borne will deliver her general policy speech this Wednesday.

An appointment that promises to be complicated for her.

Within her own government, the Prime Minister has little power.

It is in fact limited to the management of a handful of ministers and secretaries of state.

The Prime Minister did not have a say in the reshuffle of the sovereign positions.

Borne wanted Darmanin to be less exposed

Consequence: the four ministers who occupy the most strategic functions only depend in fact on Emmanuel Macron and on him alone.

Thus, Gérald Darmanin, whom Élisabeth Borne wanted to see take a less exposed position, obtained a much wider perimeter, on the decision of Emmanuel Macron, who trusts him.

In ten years, no Minister of the Interior had obtained this favour.

The president maintains the same exclusive relationship with Bruno Le Maire at Bercy, Sébastien Lecornu at the Armed Forces and even Catherine Colonna at Foreign Affairs.

Internally, everyone makes it clear that their only boss is Emmanuel Macron and not Elisabeth Borne.

Many Secretaries of State

A situation that does not displease those concerned, such as this adviser who pretends to ignore the name of the Prime Minister: "Elisabeth how? What does she do?".

Or this other who swears that he will never take instructions from Matignon.

Finally, Elisabeth Borne inherited a large number of Secretaries of State.

They are six placed directly next to her.

A minister explains: "If you are careful, some should be attached to Bercy or Health, but the supervisory ministers did not want them, it was the host of Matignon who ended up taking them under his wing. As if to show that Elisabeth Borne was not able to impose them".
